The OECD Directorate for Education and Skills (EDU) leads the Organisation’s work to help member and non-member countries achieve high-quality learning for all, design better skills policies, and turn them into jobs and growth. The directorate carries this out by providing statistics, analysis and policy advice to countries on a wide range of educational topics.

EDU is looking for a Junior Analyst to work in the EDU Director’s Front Office under the supervision of the Senior Counsellor and in support of the Director and Deputy Director. The selected candidate will co-ordinate inputs from across the Directorate for a broad range of requests from the Front Office and EDU Management group, and will actively work to support cross-directorate collaboration, in particular with the development of the biannual Programme of Work and Budget (PWB) for education and skills. This will include support for the delivery of EDU’s Ideas Incubator initiative, undertaken in partnership with the OECD Centre for Skills (SKC), and for advancing deeper collaboration among staff working on similar thematic areas across the directorate. S/he will also work to support the Directorate in co-ordinating EDU’s existing and potential engagement with foundations and other partners, with responsibility for maintaining a centralized system to track donor relations in EDU, and will support the delivery of Education Policy Committee (EDPC) meetings and annual Chairs’ Retreats of education bodies.  S/he will also assume responsibility for special assignments at Directorate level.

Job Description

Main Responsibilities

 

  • Participate in the planning and delivery of biannual Education Policy Committee (EDPC) meetings and the annual Chair’s Retreat.
  • Participate actively in on-going processes to improve horizontal work and co-ordination within the Directorate and its link with the rest of the Organisation, foster knowledge mobilisation and effective flow of information across different teams in EDU.
  • Actively undertake initiatives that support cross-directorate collaboration and knowledge sharing, including by working with EDU thematic cluster leads to organise periodic cluster meetings, liaising with staff in EDU and other relevant OECD Directorates, guest speakers, etc. and help ensure timely reporting back to the EDU Management Group.
  • Support the delivery of the EDU-SKC Ideas Incubator, leading up to and throughout the Programme of Work and Budget (PWB) priority-rating process for EDU Committees. Work with the Senior Counsellor to prepare and analyse outcomes from the EDPC and CERI priority rating exercises.
  • Work closely with the Senior Counsellor and Directorate Support Unit (DSU) to support the directorate’s engagement with funding partners (i.e. external donors, foundations, etc.), with responsibility for maintaining a centralized system to track donor relations in EDU.
  • As needed, assist in the preparation of the missions and visits undertaken by the EDU Front Office, ensuring that key strategic issues are covered, and that appropriate feedback and follow-up actions are taken.
  • Support the Senior Counsellor to plan and deliver meetings and activities under the responsibility of the Front Office.

Qualifications

Ideal Candidate Profile

Academic Background

  • An advanced university degree in in economics, social, public policy or political sciences, international relations, education, or a related field.

Professional Background

  • A minimum of two years of relevant experience in an international organisation, a national administration, university, research center or consultancy in EDU’s area of work.
  • Demonstrated analytical skills, as well as the ability to organise and to summarise complex material, encompassing empirical data.

Skills

  • Excellent drafting and oral communication skills.
  • Proficiency composing basic written documents, reports, and policy briefs using standard templates and guidelines, with supervision and support as needed.
  • Excellent coordination and organisational skills in planning, managing, organising and archiving information using different project management tools and making this information available in easy-to-access format.
  • Basic skills in stakeholder management, with the ability to cultivate positive interactions with internal and external stakeholders, including Delegations.
  • Familiarity with basic fundraising concepts and techniques would be an asset, with ability to support fundraising activities under supervision and adhere to predefined strategies and procedures.

Tools

  • Proficiency in the use of standard Microsoft Office products (Outlook, Word, PowerPoint) is essential; MS Teams project management tools and statistical tools would be an asset, as would basic use of PowerBI.

Languages

 

  • Fluency in one of the two OECD official languages (English and French) and knowledge of the other, with a commitment to reach a good working level.

Contract Duration

  • One year fixed term appointment, with the possibility of renewal.
