The International Rescue Committee (IRC) is implementing a comprehensive health and nutrition response in Alkufra, Libya, to address acute and chronic malnutrition among vulnerable populations, including children under five, pregnant and lactating women (PLW), migrants, and displaced communities. The intervention aims to strengthen facility-based and community-based nutrition services, ensure early identification and management of malnutrition, and integrate nutrition within primary healthcare services.

As part of this response, the IRC seeks to engage a Nutrition Officer to planning, coordination, implementation, and quality assurance of nutrition program activities in Alkufra.

Scope of Work

The Nutrition Officer will be responsible for overseeing the day-to-day implementation of the nutrition program at facility and community levels in Alkufra. This includes ensuring quality delivery of nutrition services, supervision of nutrition staff and outreach activities, coordination with health teams, monitoring program performance, and ensuring compliance with national guidelines and IRC nutrition protocols.

The Nutrition Officer will work closely with the Medical Team Leader, outreach nurses, medical staff, data teams, and relevant partners to ensure effective, integrated, and accountable nutrition service delivery.

Expected Outcomes

  • To implementation of facility-based and community-based nutrition activities, including screening, admission, treatment, referral, and follow-up of malnutrition cases in line with national and IRC nutrition guidelines (OTP, IYCF, and other relevant components).
  • Provide technical supervision, mentoring, and on-the-job support to nutrition staff and outreach nurses to ensure service quality and adherence to protocols.
  • Coordinate nutrition activities with medical services to ensure integrated management of malnutrition and related medical conditions.
  • Ensure timely identification and referral of complicated malnutrition cases to appropriate higher-level care facilities.
  • Oversee accurate data collection, analysis, and reporting of nutrition indicators, ensuring data quality, completeness, and timely submission.
  • Contribute to planning, monitoring, and improvement of nutrition services, including participation in Quality and Performance Improvement (QPI) activities.
  • Support adaptation, development, and dissemination of nutrition IEC and BCC materials as required.
  • Liaise with community leaders, health facilities, and referral partners to strengthen community engagement and service utilization.

The expected engagement duration for the Nutrition Officer will be three months, with the possibility of extension subject to program needs and funding availability.

Key Working Relationships

The Nutrition Officer will engage with the Medical Team Leader, outreach nurses, health information team and referral facilities.

Duty Station

This service contractor will provide services primarily in Alkufra, including health facilities and surrounding communities, as required by the nutrition program.

Qualifications and Requirements:

• Bachelor’s degree in Nutrition, Public Health, Nursing, Medicine, or a related health field.

• Minimum of 2–3 years of experience in nutrition programs, preferably in humanitarian or emergency settings.

• Strong technical knowledge of acute malnutrition management, IYCF, and community-based nutrition interventions.

• Ability to work in challenging field conditions and multicultural environments.

• Proficiency in Arabic; working knowledge of English is essential.

• Good computer skills, including Microsoft Word, Excel, and basic data analysis.
