IOM, UN Migration Agency in Tripoli, Libya is looking for an Movement Operations Coordinator who will provide support in all resettlement and humanitarian return projects.
1. Be responsible to coordinate and monitor all Movement Operations activities, including resettlement, Voluntary Humanitarian Return, staff travel, return emergency response, or other movements in IOM Libya Country Office (CO), and verify that activities are implemented in line with the Resettlement and Movement Management Division (RMM) and other IOM guidelines and Standard Operating Procedures (SOPs).
2. Provide daily management and supervision of all Operations’ Unit staff including capacity building and technical support/guide on the usage of the in-house system application tools – MiMOSA and iGATOR as well as usage of the AMADEUS booking reservation system.
3. Develop and maintain liaison with government authorities, including the Directorate for Combating Illegal Migration (DCIM), diplomatic missions of the main third country nationals in Libya, national and international institutions, and other counterparts i.e. the United Nations High Commissioner for Refugees (UNHCR) regarding the selection mission interview process by various recipient countries and monitor that the selection mission logistical needs are met according to IOM’s procedures, to ensure relevant update and smooth implementation of related activities.
4. Coordinate synergies and ensure effective cooperation and coordination between operations unit and all other IOM units involved in related activities i.e. Migration Health Division (MHD), Protection, Direct Assistance etc.
5. Manage the coordination and ensure that timely, efficient and safe logistical land transportation arrangements including procurement process, all escorts are in place for selection mission interviews, medical health assessments, cultural orientation classes and international departures of migrants and refugees through both charter and commercial movements.
6. Monitor operational budgets and expenditures to ensure that costs related to operational activities and budget lines are accurately reflected and recorded promptly. Track budget utilization and burn rates regularly, identify variances, and coordinate with relevant units to support effective financial planning, reporting, and compliance with IOM procedures and donor requirements.
7. Develop and implement initiatives aimed at promoting the programme’s visibility and overall
movement operations in Libya.
8. Develop appropriate monitoring tools as well as planning and designing of new initiatives to ensure effective development and implementation of related activities.
9. Ensure reporting compliance and identify/undertake corrective action in implementation when required; identify and put into practice potential synergy with other on-going VHR return activities.
10. Analyze travel projections to foresee movement trends and plans; compile accurate movement statistics and ensure reporting compliance including donors’ reports.
11. Undertake duty travel relating to programme as required.
12. Participate in events, meetings and training with civil society organizations, non-governmental organization (NGOs), embassies, and all other relevant stakeholders to represent IOM as required by the supervisor.
13. Perform such other relevant duties as may be assigned.

Working knowledge Arabic, French and another official UN language (Chinese, Russian and Spanish) is an advantage.
