Key Responsibilities

Tasks to be performed under this contract

The main objective of the assignment is to collect reliable, high-quality quantitative and qualitative data from beneficiaries

Specifically, the enumerators will:

  • Conduct structured interviews using IOM’s standardized questionnaire.
  • Ensure data accuracy, confidentiality, and completeness in line with IOM’s data protection standards.

Total expected respondents: 60% with 100% response rate from grant/in-kind awardees.

Under the direct supervision of the LMI Officer (Labour Mobility and Social Inclusion Unit) and in coordination with the Regional Programme Officer, the enumerators will:

  1. Attend a half-day briefing and training session on data collection tools, ethical considerations, and interview techniques.
  2. Conduct phone-based interviews with beneficiaries using tablets.
  3. Ensure informed consent is obtained from all respondents prior to interviews.
  4. Accurately record all responses and ensure completeness of data.
  5. Participate in daily debrief sessions with the supervisor for progress updates.
  6. Support preliminary data cleaning and validation at the end of the data collection period.
  7. Adhere to IOM’s Code of Conduct and data protection principles throughout the assignment.

Performance indicators for the evaluation of results

  • Completed and verified survey questionnaires for the assigned sample
  • Summary of key observations or issues encountered during data collection.
  • Cleaned dataset submitted to IOM within the agreed timeline.

Required Qualifications

Required Qualifications and Experience

Education

  • Minimum of a High School certificate is required and Diploma in Social Sciences, Statistics, or a related field is desirable

Experience

  • Prior experience in field data collection, preferably in development or humanitarian surveys (highly required).
  • Familiarity with digital data collection tools (e.g., KoboCollect, SurveyCTO, ODK) (highly required)

Skills

  • Strong interpersonal and communication skills, with sensitivity to cultural and gender considerations.
  • Resident or familiar with the target location (advantageous).

Languages

    Proficiency in Kinyarwanda(required) and English(required)

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.

Notes

IOM covers Consultants against occupational accidents and illnesses under the Compensation Plan (CP), free of charge, for the duration of the consultancy. IOM does not provide evacuation or medical insurance for reasons related to non-occupational accidents and illnesses. Consultants are responsible for their own medical insurance for non-occupational accident or illness and will be required to provide written proof of such coverage before commencing work.
