IOM: Consultant to Update Legal Identity Strategy (C) – Athens

JOB DESCRIPTION

Job Summary

IOM, UN Migration Agency in Athens, Greece is looking for a Consultant to Update Legal Identity Strategy who will provide the institutional framework necessary to guide and strengthen the implementation of the COMPASS Legal Identity workstream

Key Responsibilities

Category B Consultants: Tangible and measurable outputs of the work assignment

The consultancy will include a comprehensive consultation process with both external and internal stakeholders.

    External consultation: Conduct a comprehensive mapping and consultation of key external stakeholders engaged in legal identity, including relevant UN entities, the UN Legal Identity Agenda Task Force, the World Bank, ICAO, and other strategic partners, to identify opportunities for collaboration, complementarity, and positioning of IOM within the legal identity ecosystem.

    Internal consultation: Undertake consultations with selected IOM Member States to identify priorities, needs, and expectations related to legal identity programming. Conduct a comprehensive review and consultation process with relevant IOM departments, divisions, IOM offices to assess existing capacities, experiences, areas of engagement, and opportunities for cross-functional collaboration.

    Analysis and Recommendations: Based on the consultations, the consultant will define clear, prioritised recommendations grounded in IOM’s comparative advantage. The Strategy should address key developments in the field, including areas such as digital identity, artificial intelligence and interoperability, while remaining responsive to emerging trends and additional priority themes identified through the consultation process. It should also strengthen links with core migration processes, including returns, and clarify IOM’s role in supporting Member States.

    Communication and validation: Facilitate and coordinate the Strategy development process, including the collection, consolidation, and integration of feedback from relevant internal and external stakeholders, ensuring institutional alignment.

    Drafting and presentation: The consultant will facilitate the co-development process, consolidate inputs, and ensure that the Strategy reflects institutional consensus and shared ownership across relevant units.

The entire scope of the Consultancy Contract will be fulfilled in 3 deliverables:

    Deliverable 1: Detailed workplan and desk review outlining the framework for the update of the IOM Legal Identity Strategy; Timelines and process organization. Deadline 5 August 2026. 15% of total payment.

    Deliverable 2: Draft version of the Strategy for IOM internal feedback and coordination. Deadline 30 September 2026. 35% of total payment.

    Deliverable 3: Delivery of the final version of the Strategy, including presentation deck on the Strategy and presentation for validation. Deadline 1 November 2026. 50% of total payment.

Performance indicators for the evaluation of results

The performance of the consultant will be evaluated based on the following indicators:

    Development of a detailed workplan and desk review

    Development of a Draft version of the Strategy and go through feedback sessions with IOM.

    Delivery of a final version of the Strategy for approval and validation with IOM

Required Qualifications

Required Qualifications and Experience

Education

  • Master’s degree in International Relations, Identity Management, or a related field from an accredited academic institution with five years of relevant professional experience.
  • University degree in the above fields with seven years of relevant professional experience.

Experience

  • Proven experience in developing training materials and toolkits for identity management or migration-related services; and,
  • Experience in developing guides and manuals.

Skills

  • Familiarity with ICAO standards, civil registration, and identity management;
  • Previous work with international organizations is an advantage;
  • Familiarity with IOM’s Legal Identity Strategy and Activities is an advantage;
  • Strong knowledge of civil registration, nationality law, and identity management systems;
  • Understanding of protection-sensitive and rights-based approaches; and,
  • Excellent drafting and facilitation experience.

Languages

For this position, fluency in English is required (oral and written). Working knowledge of another official UN language (Arabic, Chinese, French, Russian, and Spanish) is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.

Notes

IOM covers Consultants against occupational accidents and illnesses under the Compensation Plan (CP), free of charge, for the duration of the consultancy. IOM does not provide evacuation or medical insurance for reasons related to non-occupational accidents and illnesses. Consultants are responsible for their own medical insurance for non-occupational accident or illness and will be required to provide written proof of such coverage before commencing work.
