Institutional Research Data Analyst

The institutional research data analyst provides assistance and guidance in the collection, interpretation and application of quantitative data for an educational institution in support of evidence-based decisions and policy formulation. Retrieves, critically evaluates and makes recommendations on institutional data from a wide variety of sources, considering the impact on students of diverse backgrounds. This position is also responsible for the design and implementation of institutional research for a variety of college areas and projects. Serves as an internal consultant to college employees in the design and analysis of data research projects and in the interpretation of statistical data in support of enrollment management, academic planning, and the assessment of teaching and student-learning outcomes.  This person will work both independently and in a team environment.

Statistical Research & Analysis

• Creates statistical research models for a variety of college areas and projects: analyzes needs, designs and develops computer code to retrieve and process data. The majority of the work involves descriptive statistics, with occasional work in predictive statistics
• Develops and maintains Institutional Effectiveness Indicators (college-wide performance measures)
• Critically evaluates data, draws policy implications, and makes recommendations
• Retrieves data from a wide variety of sources, including: BANNER Student  Information System; surveys and questionnaires; focus groups, and state and national data banks such as National Student Clearinghouse, IPEDS, D4A (State compliance reporting), CCSSE, ACT, U.S. Bureau of the Census, and U.S. Bureau of Labor
• Utilizes analytical tools such as descriptive statistics, gap analysis, and regression analysis
• Maintains knowledge of new technology and research methods, and proactively implements these developments as appropriate
• Complies with state and federal laws and administrative rules including FERPA and the U.S. Office of Civil Rights

Data Management & Reporting

• Submits federal and state reports and responds to requests for public information (IPEDS, D4A, National Student Clearinghouse, National Postsecondary Student Aid Survey): extracts college data to comply with data element specifications; compiles and prepares reports, statistical summaries, and forecasts; submits file transfers
• Provides data to assist the college in its operations, including ad hoc and routine projects in: student recruitment and retention; accreditation self-study; program review; annual and strategic planning; annual budgeting; labor relations grievances and arbitration
• Assists in Program Review and Planning process; compiles reports for Program Review
• Assists in the preparation of grant applications and grant project-performance reports
• Produces data reports and visualizations using Excel and Tableau
• Communicates project findings via narrative summary or oral presentation, using Word, PowerPoint, Acrobat, Google, and SharePoint (Employee intranet)
• Protects confidential and sensitive information, and ensures confidential information is reported in aggregate
• Monitors enterprise data and assists in activities to ensure that it is accurate and consistent

Institutional Research Consulting

• Serves as an internal consultant to college employees in the design and analysis of research projects or systems and in the interpretation of statistical data in support of enrollment management, academic planning, and the assessment of teaching and student­­-learning outcomes
• Serves as an advisor to/participant in college and state-wide committees

Institutional Expectations

Minimum Qualifications
Bachelors’ Degree from an accredited institution with substantial course work or portfolio evidence in quantitative subjects and technical writing
-AND-
Two years of related experience in the design and conduct of institutional or operations research
-AND-
 Experience in preparation and presentation (querying data, data manipulation, descriptive statistics, and data visualization) of data research results

Core Competencies

• Advanced experience in Microsoft Excel and Microsoft Access software
• Strong quantitative and qualitative research techniques (design, sampling, coding, distributions, significance, projections)
• Understanding of relational database systems and processes; mastery of techniques used to extract data subsets and perform statistical analyses on those subsets; strong skills in transferring data from one software application to another
• Working understanding of good survey design, survey administration, and survey analysis practices
• Ability to communicate difficult and complex concepts graphically, orally and in writing to both technical and non-technical audiences
• Ability to maintain effective cooperative working relationships with administrators, staff, and faculty
• Comfortable managing multiple concurrent tasks and meet work schedules and goals
• Ability to work both independently and in a team environment
• Holistic approach to identifying and creatively solving problems
• Bicultural/multicultural skills sufficient to select appropriate behaviors, values and attitudes within different cultures during interactions with others

Preferred Qualifications

• Coursework in computer science, statistics, mathematics, research, economics, social science, psychology, or engineering
• Prior employment in post-secondary education, preferably community college
• Experience with Banner software
• Understanding of institutional research requirements for educational institutions; understanding of accreditation processes and practices as they relate to institutional research and academic program analysis and improvement
• Thorough working knowledge of Oracle SQL Developer (expertise in SQL) and Qualtrics survey software
• Experience with statistical software like SSPS or R.
• Experience building data visualizations in Excel and Tableau software
• Fluent in one or more programming, query, or scripting languages
• Bilingual English/Spanish

TERMS OF EMPLOYMENT

• This is a 100%, 12-month classified assignment of the C2 band and grade
• This position has a 6-month probationary period
• All positions at Chemeketa are required to be available for work onsite as requested by the college.
• Requires flexible work schedule to meet program needs, which may include evenings and/or weekends
• This position may require the use of your personal vehicle for transportation between campus locations
• If requested, requires the provision of official transcripts upon hire
• Employees must maintain Oregon, Washington or Idaho residency as a condition of employment.

PHYSICAL REQUIREMENTS 
Sedentary Work:   Exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects. Sedentary work involves sitting most of the time. Jobs are sedentary if walking and standing are required only occasionally and all other sedentary requirements are met.

PUBLIC SERVICE LOAN FORGIVENESS

Chemeketa Community College is considered a qualifying public employer for the purposes of the Public Service Loan Forgiveness Program. Through the Public Service Loan Forgiveness program, full-time employees working at the College may qualify for forgiveness of the remaining balance on Direct Loans after 120 qualifying monthly payments under a qualifying repayment plan.
