Supervisory Program Manager–(220001FU) The University of Maryland School of Medicine (UMSOM) Department of Psychiatry has an exciting opportunity for a Supervisory Program Manager to work in the Division of Addiction Research and Treatment. As a part of the Maryland Center of Excellence on Problem Gambling (the Center), the Supervisory Program Manager position is essential for facilitation of the Center’s operations. In addition, this position directly impacts the timely reporting of deliverables as requested by the Maryland Department of Health Behavioral Health Administration (BHA) through report preparation, evaluation, and submission. The selected incumbent will manage the preparation of required reports and continuous budget management, as well as ensuring the timely submission of said reports per BHA mandates and requirements. This position will work closely with the Center’s Program Director and interface with all Center staff in the reporting process.

Essential Functions
Provide direct supervision of Administrative Assistant with a dotted-line supervision of other staff.
Participate in proposal submission to BHA that includes developing the budget and supporting documentation and ensuring compliance with UMB and sponsor requirements.
Perform general reporting that includes requests for information and tracking of all statistical measurements.
Complete Monthly Helpline Reports including review, data consolidation, and report preparation.
Complete Quarterly Program Reports including collection and consolidation of data from all departments, and report preparation.
Complete Annual Program Reports including assisting the Communications Manager in data collection as directed and participation in the review process.
Work collaboratively with key departments (Communications, Prevention, Treatment, Peer Recovery) to ensure next-level administration support. Work collaboratively with Director of Operations for the tracking and reporting of key deliverables.
Collaborate with the Program Director on a regular basis such as weekly responses to questions/inquiries by BHA and University to the Center’s budget/costs as it pertains to deliverables.
Organize and/or participate in committees and teams to consult with the Director of Operations, administrative staff, and stakeholders on policy and program needs including but not limited to statewide and regional stakeholder meetings and other administrative meetings.
Manage program and/or multiple concurrent projects as needed.
Manage the Center’s budget process and coordinate with managers and vendors to ensure project resources are applied efficiently and effectively.
Coordinate and assist in training programs and daily activities for peers.
Oversee capital equipment planning and management and facility management.
Responsible for the recruitment process for all open positions including posting jobs, monitoring applicant submissions, following up with candidates. Prepare hiring documents for contingent I, contingent II, and staff. Investigate, research, apply, and communicate HR regulations, practices, policies, and programs and simple problem resolution support and escalates HR as needed.
Create a cohesive work team that works collaboratively to achieve program’s goals. Oversee the recruitment, performance, and training of team members and continually reviews strengths and weaknesses of staff to maintain a well-trained, highly involved, and motivated team.
Perform other duties as needed.
Qualifications
Education: Bachelor’s degree. Experience: Four (4) years of program oversight including program planning, budget, and coordination. Supervisory Experience: Two (2) years of direct management experience required. Certification/Licensure: Project Management Professional (PMP) Certification preferred.

The Hiring Range for this position is in the mid $80,000s to mid $90,000s, Commensurate with education and experience.
