Organizational Setting

The Food and Agriculture Organization (FAO) is a specialized agency of the United Nations that leads international efforts to defeat hunger. FAO Ukraine is seeking to increase the resilience of livelihoods to threats and crises that affect agriculture, food and nutrition, focusing on four major areas: – rural economic development – transition to sustainable agriculture and food production practices – adaptation to climate change – humanitarian assistance.

FAO Ukraine is the country office of the Food and Agriculture Organization of the United Nations, a specialized agency dedicated to achieving food security, reducing rural poverty, and promoting sustainable management of natural resources. FAO Ukraine works in close partnership with the government, civil society organizations, private sector, and other UN agencies to address the diverse challenges and opportunities in the agriculture, forestry, fisheries, and environmental sectors. By providing technical assistance, policy advice, and capacity development support, FAO Ukraine plays a vital role in fostering sustainable agricultural practices, strengthening the resilience of rural communities, and enhancing food security and nutrition across the country.

The role is full-time, in-office, based in Kyiv, Ukraine.

Reporting Line

  • Under the overall supervision of the Designated Responsible Officer (DRO)/FAO Ukraine Head of Office, the direct supervision of the Head of the Human Resources Unit and in close collaboration with the regional Human Resources Unit and personnel across FAO Ukraine.  

Technical Focus

  • The Human Resources Specialist is responsible for coordinating and executing administrative tasks related to the hiring of national and international affiliate workforce, in accordance with FAO rules and regulations. 

Tasks and responsibilities

Specifically, the incumbent will carry out the following tasks: 

  • Coordinate the overall hiring plan for hiring of national and international affiliate workforce.
  • Develop and/or review Terms of Reference of affiliate workforce and ensure compliance with current standards and regulations.
  • Coordinate and manage the publication of calls to attract candidates for vacancies related to national and international affiliate workforce, ensuring proper dissemination to attract qualified talent.
  • Organize and facilitate the selection process, including coordinating interviews with the selection panel and preparing reports on evaluated candidates.
  • Manage the complete cycle of contracts for national and international affiliate workforce in the Global Resource Management System (GRMS), ensuring the collection and verification of required documentation.
  • Supervise the validity of contracts for national and international affiliate workforce in and take appropriate measures in coordination with supervisors for renewal or termination as necessary.
  • Provide administrative support, including recording worked hours for the payment of fees to national and international consultants and other related tasks.
  • Collaborate in implementing actions to promote a respectful and harmonious work environment, aligned with the organization’s values and commitments.
  • Facilitate knowledge exchange and best practices within the office, promoting collaboration, continuous learning, and innovation.
  • Assist in the performance evaluation process of national and international consultants, providing logistical and administrative support for the preparation and recording of their performance evaluation reports (QAR).
  • Maintain confidentiality and handle sensitive information with discretion.
  • Perform other tasks as required.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements    

  • Bachelor’s degree in Human Resources, Business Administration, Political Science, International Relations, or related
  • At least 3 years of relevant experience in human resources, business administration, international relations, political/social sciences, or related field 
  • Working knowledge or Native (Level C) Ukrainian
  • Working knowledge (Level C) English
  • National of Ukraine
