The Treaty provides for a global verification regime, including a network of 337 stations worldwide, a communications system, an international data centre and on-site inspections to monitor compliance.Organizational SettingThis position is located in the Recruitment and Staff Development Unit, Human Resources Services, Office of the Executive Secretary.Reporting LinesUnder the supervision of the Head, Recruitment and Staff Development Unit, to:Duties and Responsibilities

  • Execute recruitment activities to ensure the effective filling of vacant posts and establish priorities in accordance with the requirements of the hiring divisions and for all staffing modalities: fixed-term, short-term, consultants, temporary assistants, and interns;
  • Prepare job description reviews, conduct job classification, draft vacancy announcements, screen applications in accordance with the regulatory framework, formulate competency-based questions in coordination with the panel members, conduct competency-based interviews, serve as ex-officio in interview panels and Personnel Advisory Panels, and draft selection reports for panel review.
  • Contribute to the development and implementation of talent acquisition strategies, ensuring a diverse pool of applicants, including from underrepresented regions. Actively promote diversity and inclusion in recruitment, development, and retention strategies, ensuring adherence to the principles of equal opportunity.
  • Monitor and analyze recruitment data, such as gender and geographical representation, recruitment timelines, and provide substantial input to reports as requested.
  • Contribute to the development of the staff development strategy and provide guidance on implementation and evaluation of staff development activities.
  • Develop tools and methodologies to conduct and analyze training needs assessments, identify, design and deliver staff development programmes aligned with the CTBTO’s mid-term strategy, mission and goals.
  • Develop the yearly staff development plan, ensuring funds are allocated to the proper execution, and propose relevant staff development related KPIs to measure the output, outcomes, and impact of the yearly plan.
  • Carry out surveys, assessments, and feedback analyses to monitor the impact of the learning activities, evaluate the effectiveness of the courses, and propose revisions, as needed.
  • Keep abreast of new developments, perform regular research and benchmark exercises in the UN common system and globally to identify contemporary and best practices in the areas of recruitment and learning and development, including automation of the recruitment and staff training.
  • Contribute to the knowledge transfer and knowledge sharing initiatives of the Human Resources Services, and further the development and documentation of standard operating procedures, policies, and working practices to foster a learning culture, and create an environment that emphasizes continuous improvement.
  • Collaborate with counterparts in Vienna Based Organizations (VBOs) for sharing best practices and knowledge.
  • Perform other duties as assigned.

Education

  • University degree (Bachelor’s degree or equivalent) in human resources, public or business administration, law, social sciences, or a related field.

Work Experience and Qualifications

  • At least five (5) years of progressively responsible experience in talent management is required, preferably within an international environment.
  • Proven knowledge of modern recruitment and of developing and implementing employer branding strategies.
  • Demonstrated experience in developing and delivering cohesive and comprehensive talent management approaches.
  • Experience in adult learning and proven ability to design and implement staff development programs, including e-learning and blended learning approaches and enhanced e-learning solutions.
  • Understanding of the global employment landscape, including talent management trends and best practices.
  • Proficient in MS Office; knowledge of ERP systems, such as SAP Success Factors.
  • Working experience with technology-enhanced learning solutions, including Virtual Learning Environments, Learning Management Systems, is desirable.

Languages

  • Excellent written and oral communication skills in English are essential;
  • Knowledge of other official CTBTO languages (Arabic, Chinese, French, Russian and Spanish) is desirable.

RemunerationCTBTO offers an attractive compensation and benefits package in accordance with the policies of the International Civil Service Commission.
