Human Resources Officer

Org. Setting and Reporting

The Department of Operational Support (DOS) was established to provide end-to-end operational support, advisory services and other solutions to operating entities across the Secretariat, including departments, offices away from headquarters, peace operations, and regional commissions. The Human Resources Services Division (HRSD) provides dedicated services in support of human resources requirements of client entities, from process development through service delivery. The Division establishes and manages rosters across all job families, organizes testing and examinations, provides operational support and other advisory service for clients for the full spectrum of their delegated authorities, and supports managers and business partners in the use of non-staff personnel. The position is located in the Office of the Director of the Human Resources Services Division (HRSD), Office of Support Operations (OSO), Department of Operational Support (DOS). The Human Resources Officer reports to the Administrative Officer.

Responsibilities

Within delegated authority, the Human Resources Officer will be responsible for the following duties:

General

  • Provides advice and support to managers and staff on human resources related matters.
  • Prepares special reports and participates and/or leads special human resources project.
  • Keeps abreast of developments in various areas of human resources.

Recruitment and placement

  • Coordinates with service/section chiefs within the division in identifying upcoming job openings.
  • Prepares job openings, reviews applications, and provides a short-list to service/section chiefs within the division.
  • Arranges and conducts interviews to select candidates.
  • Reviews recommendation on the selection of candidate by service/sections chiefs.
  • Serves as ex-officio in interview panels and prepares associated reports.
  • Monitors and evaluates recruitment and placement related activities with the division.
  • Monitors the work of the Human Resources focal points within the division in carrying out all human resources activities maintenance of staffing tables, and processing of contracts by liaising with Headquarters Client Support Service (HQCSS) of DOS. Administration of entitlements
  • Provides advice on interpretation and application of policies, regulations and rules. Reviews and provides advice on exceptions to policies, regulation and rules.
  • Reviews and provides advice on exceptions to policies, regulations and rules.
  • Reviews the application for internship programmes.

Other duties

  • Assists in preparing reports, position papers and briefing notes on issues related to human resources management.
  • Collects and analyzes data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting.
  • Facilitates the preparation, review and submission of the Division’s budget and programme planning (including formulation of strategic framework, target setting, performance reporting etc.).
  • Monitors budget implementation and recommends reallocation of funds as necessary; Monitors expenditures to ensure that they remain within authorized levels.

Education

  • An Advanced university degree (Master’s degree or equivalent degree) in human resources management, business or public administration, social sciences, education or related area is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

  • A minimum of five years of progressively responsible experience in human resources management, administration or related area is required.
  • Experience in the application of human resources rules and regulations in the United Nations Common System or a similar international organization is desirable.
  • Experience with an ERP system, such as Inspira, Umoja, or other similar systems is desirable.
  • Experience in budget planning and monitoring in a human resources context is desirable.

Languages

  • English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required; and knowledge of French is desirable. Knowledge of another official United Nations language is desirable.
