CMMB has been working in South Sudan for over a decade providing the South Sudan Package of Basic Health and Nutrition services (BPHNS) to vulnerable populations, with a focus on women and children, including newborns. CMMB supports the Ministry of Health (MOH), working in coordination with other health partners, to provide: (a) health systems strengthening at facility and community level, through provision of integrated health services in HIV, MNCH, Nutrition, WASH, Child Protection and GBV at the facility level as well as awareness and prevention services at the community level; (b) health infrastructure strengthening at the community, County and State levels, and furnishing and equipping facilities to ensure the delivery of standard health services as per WHO and South Sudan Ministry of Health recommendations; (c) health workforce capacity strengthening through continuing medical education and training, as well as leveraging CMMB’s international volunteer program for on-the-job mentorship; and (d) Health Information System strengthening through transitioning facilities from paper based data collection and reporting to more accurate and timely electronic systems.

Job Summary

The United States President’s Emergency Plan For AIDS Relief (PEPFAR) is a United States governmental initiative to address the global HIV/AIDS epidemic and help save the lives of those suffering from the disease. CMMB South Sudan has been granted a five-year CDC/PEPFAR-funded award to address the HIV prevention, care, and treatment needs in two of South Sudan’s 10 States (Western Equatoria and Central).

CMMB therefore seeks a Principal Investigator (PI) for it its HIV prevention, care, and treatment program in Central and Western Equatoria States (CES and WES) of South Sudan (South Sudan HIV/AIDS Reversal Program, SSHARP). The individual will report to CMMB’s Country Director in Juba, South Sudan and with support from the CMMB’s Senior Vice President for Programs & Volunteers and his team who coordinate with CDC’s Head Office project team. S/he directly supervises the Implementing Director who directly oversees implementation through a team of five technical leads. S/he will work alongside the operations departments and CMMB’s Program Director to ensure appropriate utilization of program resources as well as alignment of SSHARP with CMMB’s strategic focus and vision.

S/he will ensure SSHARP complies with award terms and conditions, CDC policies and regulations, and organizational systems to mitigate risk of fraud, waste, and abuse at the project level. S/he will have primary responsibility for liaising with CDC and other stakeholders in the project areas, as well as coordinating with government agencies, other implementing partners and NGOs. S/he is ultimately responsible for the quality execution of the project, including planning, budgeting, and implementation of the project workplans in line with the technical design and approach, as well as reporting and ensuring that all levels of the project are working in alignment with CDC and MOH policies and protocols.

ROLES AND RESPONSIBILITIES

Project Management

  • Provide overall strategic and adaptive leadership and vision for SSHARP, bringing technical expertise in HIV care and treatment, PMTCT&EID, Prevention, and Community Engagement activities and services including results management.
  • Oversee all technical and operational functions with regular liaison with CDC, the MOH, and counterparts to coordinate activities and share learning to achieve SSHARP’s goals.
  • Ensure full accountability in deployment of all resources: technical, human and financial to achieve SSHARP’s deliverables.
  • Plan, coordinate and effectively implement and monitor SSHARP’s workplan and deliverables, ensuring timely collection, analysis and dissemination of data for evidence-based program management approaches.
  • Oversee implementation of the Performance Monitoring and Evaluation Plan. Develop and be a role model for a culture of CQI (Continuous Quality Improvement) by leading the review and analysis of strategic information for program management and decision-making..
  • Through regular field visits to partners and MOH sites, review and align as necessary, SSHARP’s strategies and approaches to ensure measurable progress towards the three ‘95’ and keep abreast of key issues associated with overall project efficiency and effectiveness.
  • Lead the production of high-quality progress reports (financial and narrative), presentations to external audiences on SSHARP and its progress, and preparation of annual workplans, ensuring alignment with SSHARP’s strategic objectives and contractual commitments for program management and decision making.
  • Oversee the review and analysis of strategic information.
  • Ensure technical quality of the program and donor reports.

Representation and Coordination

  • Maintain and strengthen key working relationships between the project team, implementing partners, CDC, other PEPFAR programs, MOH, other relevant government of SS Ministries, County Governments, relevant multilateral organizations, and Civil Society Organizations (CSOs).
  • Represent SSHARP in TWG meetings, conferences, workshop, and donor engagements.
  • Ensure effective liaison and operational coordination with SSHARP’s sub partners and other implementers and consortium partners it engages and cooperates with (especially other CDC IPs).
  • Ensure complementary roles/responsibilities among CDC technical partners are clearly defined and upheld for the benefit of all partners.
  • Liaise with other CSOs/NGOs, local government officials at national, state, and county levels, and project stakeholders in WES and CES.
  • Lead the development and dissemination of knowledge management and visibility products.

Staff Development and Supervision

  • Provide results-focused capacity building of technical staff, ensuring these are cascaded for continued learning at all levels, and coordinates other capacity building efforts to address gaps at site level.
  • Provide guidance for entire project staff team to ensure that managerial, administrative, and financial procedures comply with CMMB and donor policies and procedures.
  • Develop and adapt SSHARP’s organizational structure and staffing profile positions as needed to meet evolving circumstances and specializations of the project
  • Clarify, communicate, and monitor staff performance standards and expectations.
  • Contribute to organizational and project level plans for staff training and development.

QUALIFICATIONS

  • Advanced degree in Public Health, Epidemiology, Social Sciences or other relevant medical field is highly desirable.
  • At least eight years of director level experience in a technical and management role in a HIV/AIDS program in low and middle-income countries, in particular Africa, with proven impact.
  • Demonstrated capacity in managing large (multi-million USD and multi-year) programs within a complex context.
  • Demonstrated high level strategic visioning and leadership, and successful management of strategic partnerships with high level MOH officials, donors, and potential funders.
  • Proven expertise in Health Systems Strengthening, technical capacity building in HIV/AIDS related areas, operational research and MEAL (monitoring, evaluation and learning.
  • Experience with travel to remote field locations with limited amenities, evaluating their needs and articulating the most appropriate approaches for effectiveness, efficiency and value for money at site level.
  • Experience with representation and presentation at regional and international conferences and workshops.
  • Demonstrates integrity, collaboration (teamwork), respect of cultural diversity and commitment to excellence in delivering to expectations of the program.
  • High-level written, spoken, and communication skills, with a strong proficiency in English.
