Head, Strategic Infrastructure Planning

This position is a part of the Association of the Academic Staff of the University of Alberta (AASUA).

In accordance with the Administrative and Professional Officer Agreement , this full-time continuing position offers a comprehensive benefits package found on our Benefits Overview page and annual salary range of $74,335 – $123,887.

Working for the Department/Faculty

The Department of Integrated Planning, Development and Partnerships stewards and oversees the strategic planning, use and development of the University of Alberta’s land and building assets. It is led by the Associate Vice President (AVP), and is one of five departments within the portfolio of Facilities & Operations.

Position

The Head of Strategic Infrastructure Planning will hold a critical role in leading the content and subject matter expertise for capital and strategic planning initiatives. They will initiate new ways to utilize space and facilities using data, research and analysis.

The position will be integral in developing cross-campus long-term strategic infrastructure plans for 5 campuses, totaling 1.5 million square meters, in up to 480 building structures, for all University of Alberta occupants.

All campuses, lands, and buildings of the University of Alberta are designed, changed, and renewed constantly to provide the best possible environment for teaching and learning, research and campus life in support of the mandate of the University of Alberta under the authority of Alberta’s Post Secondary Learning Act.

The Head of Strategic Infrastructure Planning, under the guidance of the Director of Strategic Infrastructure, Planning & Partnerships, will use their expertise, best available evidence, and best practices to lead the development of master planning and domino planning studies, cost/benefit analyses, viability and feasibility studies, sequencing, and critical path scenario planning. This work will require consistent engagement across faculties and departments to understand current and emerging needs.

This position will help progress facilities optimization initiatives that go through the facilities optimization governance committees, under the mandate of the Integrated Asset Management Strategy (IAMS). This position will ensure all initiatives, requests, and proposed policy amendments align well with institutional strategic plans, vision, mission and mandates.

The Head of Strategic Infrastructure Planning will assist in the oversight and implementation of the legislative process of campus planning and development, including the Capital Plan, Capital Budget and Long Range Development Plan. This position will work closely with the Head of Real Estate and liaise with the University of Alberta Property Trust’s plans to ensure strong strategic alignment.

This position will oversee the work of up to one direct report, and direct the scope and deliverables of integrated teams from other units in the department and consultants.

Duties

  • This position is responsible for overseeing the development of strategic infrastructure plans and initiatives in support of the university’s mission, vision and strategic plans.
  • This position will work closely with the Director and AVP to engage with a wide range of stakeholders across the institution to feed into the Capital Plan, Capital Budget and Domino Plan.
  • Helps manage the progress of recommendations coming from the Facilities Optimization committees’ initiatives, including the update of policies, standards, and progressing space utilization and optimization strategies.
  • Proactively engages with subject matter experts within the department of Integrated Planning, Development and Partnerships, the portfolio of Facilities and Operations, and key stakeholders to share insight and advice.
  • Oversees the work and deliverables of up to one direct report, integrated initiative teams, and consultants, as required.
  • Produces reports, proposals and summaries of progress, outcomes, findings, recommendations for internal and executive review.

Minimum Qualifications

  • Bachelor’s Degree in a related field.
  • Master’s degree in planning or business administration is an asset
  • Minimum 10 years in strategic asset planning and space and land use policy.
  • Experience and depth of knowledge in optimization strategies, policy management, decision-making tools and stakeholder engagement.
  • Experience in leadership and management of teams, consultants, priorities and initiatives.

Preferred Qualifications

  • Post-Secondaryexperience is preferred.
