Here at Human Appeal we have an exciting opportunity for Head of Gaza, to be based at our Gaza office Palestine.

CONDITION:

It is a local Contract, for this role you must have the right to work in Palestine.

Main Purpose:

The Head of Gaza will provide strategic leadership, operational oversight, and programmatic direction for the organization’s humanitarian and development interventions in Gaza. The role is responsible for ensuring the effective design, budgeting, implementation, and monitoring of programs while maintaining compliance with donor requirements and organizational policies. The Head of Gaza will also serve as the primary representative of the iNGO in Gaza, leading stakeholder engagement, security management, and advocacy efforts.

Accountabilities:

Strategic Leadership & Program Oversight:

  • Develop and execute the country strategy for Gaza, ensuring alignment with the organization’s global vision, mission and regional priorities.
  • Lead the design and implementation of multi-sectoral humanitarian and development programs, ensuring impact-driven and needs-based responses.
  • Ensure high-quality program implementation, adhering to technical standards, donor guidelines, and sector best practices.
  • Promote adaptive management and learning to enhance the effectiveness of interventions.
  • Identify funding opportunities and contribute to resource mobilization efforts through proposal development and donor engagement.
  • Maintain open and transparent communications with HQ Desk and report all work, risks and any other issues that needs HQ awareness and decision sharing
  • Occasionally, oversee, monitor and/or investigate partners work in Gaza to ensure compatibility to HA highest standards.

Operational & Security Management:

  • Oversee the operational functions, including finance, HR, logistics, and procurement, ensuring efficiency and compliance with policies and regulations.
  • Lead security risk assessments, crisis response planning, and safety protocols to safeguard staff and assets in a volatile environment.
  • Ensure effective risk management, safeguarding, and duty of care for all staff operating in Gaza.
  • Highly experienced in emergency work/response.

Team Leadership & Capacity Building:

  • Provide leadership, mentorship, and professional development opportunities to the Gaza team.
  • Foster a positive and inclusive work culture that promotes staff well-being and high performance.
  • Ensure effective performance management and succession planning within the team.

Stakeholder Engagement & Advocacy:

  • Serve as the primary representative of the organization in Gaza, engaging with local authorities, UN agencies, donors, and civil society.
  • Build strategic partnerships to enhance collaboration, influence policy, and improve humanitarian access.
  • Lead advocacy efforts to raise awareness of humanitarian needs and support policy change in coordination with global and regional teams.

Finance & Compliance:

  • Ensure effective financial oversight and budget management for programs and operations in Gaza.
  • Maintain full compliance with donor requirements, legal frameworks, and organizational policies.
  • Oversee grants management, ensuring timely reporting and accountability.

Human Resource Development & Management:

  • Maintain effective and appropriate staff recruitment, induction, appraisal, remuneration and development practice at all levels to ensure the optimum utilization and development of HA’s human resources.
  • Appoint, develop and manage senior management staff. Ensure a high caliber of staff is recruited while promoting affirmative action within the organisation.
  • Encourage a corporate perspective amongst staff and actively promote staff exchange, and development schemes, where these contribute to the meeting of HA programme objectives and priorities.

NB – Employee duties are not limited only to the above-mentioned accountabilities; he/she may perform other duties as assigned.

Job Requirements:

Education

A post-graduate degree in development, international relations or related field

Experience

At least ten years’ experience in managing humanitarian operations and development.

The candidate must have previously held a similar position in Gaza for at least three years.

Significant senior leadership experience in humanitarian and/or development programming, preferably in complex, conflict-affected settings.

The candidate must have experience in Emergency response and disaster recovery; rebuilding and community support in conflict zones.

Strong knowledge of the humanitarian architecture, donor landscape, and local governance in Gaza.

Proven track record in program design, implementation, and monitoring, with expertise in one or more of the following sectors: protection, food security, livelihoods, health, WASH, education.

Demonstrated experience in security risk management and crisis response in high-risk environments.

Strong experience in stakeholder engagement, representation, and advocacy.

Financial management skills, including budgeting, compliance, and donor reporting.

Experience leading and developing diverse, multidisciplinary teams.

Desirable

Experience working with UK-based or European donors (e.g., FCDO, ECHO, UN agencies, USAID).

Previous experience in the Middle East, particularly Palestine/Gaza is a must.

Knowledge of humanitarian negotiations and access strategies.

Computer Skills

Good Computer skills in Microsoft Office Package (Word, Excel, PowerPoint, etc.)

Languages

Excellent communication skills in English (written and spoken); Arabic proficiency is mandated.

Other Information

The position requires frequent travel within Gaza and occasional travel regionally and internationally.

The role will operate in a high-risk environment with movement restrictions and security constraints.

The job holder must demonstrate commitment to safeguarding, anti-fraud, and ethical principles in line with organizational policies.
