Project Background:

The Bangladesh Systems Strengthening for One Health (SSOH) aims to enhance Bangladesh’s global health security (GHS) capacity to operate a high functioning and equitable One Health (OH) disease detection system that prevents, detects, and responds to new and emerging infectious and endemic zoonotic disease, while ensuring good One Health governance and reducing risks of irreversible antimicrobial resistance (AMR). Through evidence-informed and integrated systems approach, SSOH will strengthen Bangladesh’s One Health Systems and enhance the country’s capacity to prevent, detect, respond to, and recover from infectious disease threats. The activity aims therefore aims to achieve results under the following development objectives:

  1. Strengthen Systems for Better One Health Governance and pandemic preparedness across the Government of Bangladesh (GOB)
  2. Strengthen One Health Disease Detection Systems through real-time data capture and information collection for early warning, detection, and routine surveillance
  3. Reduce Threats of Antimicrobial Resistance (AMR) through capacity building and performance of national and subnational systems across OH sectors.

Role’s Purpose:

The Grants Officer will work closely with the Grants Manager, the senior project technical staff, and the Finance Department to design, deliver, and monitor the grants program in support of project objectives. The Grants Officer will support on the management of the program grants portfolio in compliance with USAID and DAI rules and directives. The Grants Officer will develop and oversee efficient granting mechanisms and tools, ensures that appropriate and streamlined due diligence is conducted, and develops creative and compliant approaches to providing assistance to grantees.

Key Duties and Responsibilities:

  • Grant Award Process

    • Manage the subaward solicitation and selection process from developing requests for applications (RFA) and/or Annual Program Statement (APS) through award.
    • Coordinate with Subaward Selection Committees, to ensure that Committee participants understand evaluation criteria, have no conflicts of interest, and are trained in the required evaluation process.
    • Analyze, and evaluate submissions to Requests for Applications (RFAs) and/or Annual Program Statement (APS), or other solicited and unsolicited proposals, as outlined in the Project´s Partnership Manual.
    • Review award applications, proposals, and awards to ensure adherence to awards management policies.
    • Execute pre-award assessment of potential awardees accounting/financial/internal control systems as well as financial capacity.
    • Establish and maintain accurate subaward documentation for each new award.
  • Grants Management

    • Manage subaward implementation from execution and signing of the award, monitoring of and documenting sub awardees activities, administrative actions, as necessary, and final reports.
    • Manage the provision of adequate support, training, and capacity development for local sub awardee organizations to manage subawards, as well as compliance with USAID assistance regulations.
    • Review subaward deliverables and vouchers for payment before disbursements are made.
    • Manage subaward closeout procedures, including disposition plans, as applicable.
    • Work with the finance department to manage subaward disbursement and payments.
    • Work with the procurement department to compete and purchase goods and services in-kind for grantees.
    • Provide training and capacity building activities to sub awardees on financial reporting procedures and mechanisms.
    • Other duties as assigned by the Grants Manager.

Qualifications

  • B.A. Degree in Accounting, Finance, Business Administration, or equivalent. An advanced degree or its equivalent is preferred.
  • At least 7 years of relevant experience, including a minimum of 4 years in the management and administration of grant portfolios.
  • Prior experience working on USAID funded projects is preferred.
  • Knowledge of USAID Grants Management policies and procedures prefered.
  • Experience with Microsoft office suite.
  • Demonstrated knowledge of internal controls and audit processes.
  • Prior work experience in Bangladesh.
  • Professional proficiency in English is required, and proficiency in local languages is preferred.

  • Detail-oriented and solutions oriented.
  • Strong understanding of budgets.

Reporting

The Grants Officer will report to the Grants Manager.
