Job Summary:

The Grants Specialist position within the Lead-Safe Homes Program (LSHP) is responsible for ensuring compliant, effective, and efficient management of state and Children’s Health Insurance Program (CHIP) funds through grants to multiple local agencies and organizations statewide, and through direct contracts for lead abatement and other required program services directly with LSHP. This position is responsible for identifying new grantees and partners for this statewide program; coordinating, preparing and managing current and future contracts with local and regional partners to administer LSHP locally and to provide services for the program; developing and managing program budgets for each contract and grant; managing progress and reporting by grantees; and preparing status reports and updates for DHS management and the US Centers for Medicare and Medicaid Services. This position reviews and manages all grantee invoices to ensure correct and timely payment, as well as STAR entry. This position will develop a system to evaluate processes related to grant development, data collection and invoice submission, to identify potential deficiencies and execute quality improvement measures to improve customer service and satisfaction, and train key team members and grantees, as needed, on the procedures for reviewing and submitting quality data and invoices for approval. The work performed by the Grants Specialist for LSHP has statewide impact, is complex, and includes implementing fiscal and operational policies to ensure federal and state funds are used appropriately, that the volume of funded hazard abatement activity can incrementally accelerate as the program matures, and that all contracts, policies and procedures meet Department policies and regulatory requirements.

Responsibilities: Manages research administration activities from proposal preparation through closeout on behalf of a unit. Reviews and approves proposal submissions, contract negotiations, project setups, compliance, and/or financial reporting. Develops and oversees implementation of operations and strategic planning to ensure compliance with regulatory requirements within a school/college/division/unit. May manage a programmatic unit and/or personnel.
  • 10% Executes research administration operational policies and procedures including financial, administrative, staffing, and compliance on behalf of a unit
  • 20% Reviews and approves programmatic transactions spanning the life-cycle of sponsored projects to ensure compliance with institutional and/or sponsor policies and procedures
  • 10% May supervise the day-to-day activities of research administration staff
  • 20% Serves as a key resource to leadership and staff in the unit as well as a liaison to partners and stakeholders
  • 10% Executes activities related to proposal submission, contract negotiation, and/or award setup on behalf of a unit
  • 5% Executes activities related to financial compliance, audit, or reporting on behalf of a unit
  • 10% Provides training to faculty, staff, and/or administrators within the unit regarding policy, procedure, and/or execution of sponsored project administration
  • 15% May have authority to submit proposals, agreements, or invoices to a sponsor on behalf of the principal investigator or project director

Education:

Preferred
Bachelor’s Degree
Preferred degree in Accounting, Business Administration, Policy Administration or equivalent

Qualifications:

Required experience in:
– Managing the creation and development of grant agreements, contracts or other documents that dictate the expectations between agencies, groups and partners.
– Managing and tracking multiple grants and their budgets at the same time as well as creating modifications to those grants/contracts.
– Managing grant performance and directing grantees in corrective measures through strategies laid out in program policy and grant language.
– Managing the development of program budget projections based on all of the current and future grant agreements for the program.
– Managing partner invoices by reviewing for completeness, monitoring invoices coming in against the grant budget and submitting invoices in a timely manner.
– Managing the vendor and procurement processes and associated agreements and documents.
– Managing mandatory quarterly reporting, including collecting and evaluating the data received from partners.
– Managing the development, implementation and evaluation of policy and procedures as they relate to grant and budget practices.
– Building and developing sound partnerships between local and regional partners and maintaining a high level of customer service standards.
– Training team members and partners on procedures related to program procedures and directives.
– Experience with extensive multi-tasking and project organization through project management tools or other organizational methods.
– Developing evaluation methods related to grant development, data collection, invoice submission as well as the ability to identify potential deficiencies and execute quality improvement measures.
– Preparing status reports for management and funders.
– Using data entry systems to collect and maintain data for the program.

It is anticipated this position will be remote and requires work be performed at an offsite, non-campus work location.
