| Job Summary: | The Grants Specialist position within the Lead-Safe Homes Program (LSHP) is responsible for ensuring compliant, effective, and efficient management of state and Children’s Health Insurance Program (CHIP) funds through grants to multiple local agencies and organizations statewide, and through direct contracts for lead abatement and other required program services directly with LSHP. This position is responsible for identifying new grantees and partners for this statewide program; coordinating, preparing and managing current and future contracts with local and regional partners to administer LSHP locally and to provide services for the program; developing and managing program budgets for each contract and grant; managing progress and reporting by grantees; and preparing status reports and updates for DHS management and the US Centers for Medicare and Medicaid Services. This position reviews and manages all grantee invoices to ensure correct and timely payment, as well as STAR entry. This position will develop a system to evaluate processes related to grant development, data collection and invoice submission, to identify potential deficiencies and execute quality improvement measures to improve customer service and satisfaction, and train key team members and grantees, as needed, on the procedures for reviewing and submitting quality data and invoices for approval. The work performed by the Grants Specialist for LSHP has statewide impact, is complex, and includes implementing fiscal and operational policies to ensure federal and state funds are used appropriately, that the volume of funded hazard abatement activity can incrementally accelerate as the program matures, and that all contracts, policies and procedures meet Department policies and regulatory requirements. |

| Responsibilities: | Manages research administration activities from proposal preparation through closeout on behalf of a unit. Reviews and approves proposal submissions, contract negotiations, project setups, compliance, and/or financial reporting. Develops and oversees implementation of operations and strategic planning to ensure compliance with regulatory requirements within a school/college/division/unit. May manage a programmatic unit and/or personnel.
