Position Objective

The Green Climate Fund (GCF) – a critical element of the historic Paris Agreement- is the world’s largest climate fund mandated to support low-emission, climate resilient development pathways. GCF is uniquely positioned with a suite of interventions from grants to equity, loans and guarantees to make catalytic investments in a variety of sectors (energy, water, food security, health). To date the Fund has committed more than UD 20 billion leveraging in total USD 80 billion in climate resilient investments through co-investments with private sector and international Financial institutions.

As it prepares for its third replenishment in a complex and challenging geopolitical environment, GCF is seeking to strengthen its strategic engagement on the global stage notably broadening its footprint with a wider base of contributors and stakeholders. In that context, GCF is seeking to appoint a Head of Resource Mobilization. The Head reporting to the Director of External Relations, will be responsible for leading the strategic design and execution of high-impact resource mobilization strategies, developing relationships with governments and key stakeholders in donor markets to mobilize political and diplomatic support, expand and sustain financial commitments to the GCF. This role is central to advancing the Fund’s mission to support transformative climate action in developing countries and achieving GCF’s replenishment and fund-raising goals.

This position will also establish frameworks to promote effective collaboration with other Divisions and Offices to promote a ‘whole of organisation’ approach in engagement with contributors to enhance the credibility and visibility of the Fund as a partner in climate action.

• Lead advocacy efforts with key stakeholders to mobilize and strengthen relationships with national, sub-national, and regional contributors to drive sustained financial commitments.
• Lead the Resource Mobilizations efforts across different regions, (mainly, Europe, Asia Pacific, Middle East and Americas) and mobilizations from alternative sources.
• Provide leadership strategic direction and overall management of the team in developing tailored engagement strategies and bi-partisan support in individual contributors markets to build long-term relationships and commitments.
• Serve as the primary point of contact for contributors engagement, fostering trust and alignment with GCF’s mission.
• Design and implement innovative outreach and engagement strategies to attract new contributors’ commitments and deepen existing partnerships.
• Exercise thought leadership and maintain strong intelligence of the donors landscape priorities and align engagement approaches with national and regional priorities related to their global climate actions and climate finance commitments.
• Work closely with internal teams to ensure alignment of contributor engagement strategies with GCF priorities and programs.
• Coordinate with other GCF units to leverage resources and knowledge in support of strategic engagement initiatives.
• Support internal capacity building to enhance understanding and effectiveness of contributor engagement strategies.

Share knowledge and best practices with internal teams and external partners to advance GCF’s resource mobilization efforts.

• Coordinate GCF engagement to contributor capitals and execute missions aimed at strengthening contributor relationships and mobilizing resources. Support GCF’s engagement at high-level international climate finance fora and dialogues – from the contributors’ perspective.
• Ensure consistent, transparent communication about the impact of contributor investments
• Lead the production of tailored reports to contributors and strategic updates to internal and external stakeholders.
• Lead the identification, prioritization, and pursuit of alternative funding streams.
• Champion the integration of alternative sources across GCF’s business model.

Requirements (Education, experience, technical competencies required of the job)

• Advanced university degree (Master’s degree or equivalent degree), in particular business administration, management, international relations, or law desirable. A Bachelor”s degree in relevant fields with an additional two years of relevant experience may be considered in lieu of the Master’s degree requirement.
• At least 15 years of relevant experience, inclusive of experience leading global resource mobilization covering both government and private sector fundraising including philanthropies and other alternative sources. Experience in innovative financing is an asset.
• Successful track record of negotiation and influencing within complex and challenging environments
• Established leadership experience in partnering and managing relationships with governments, private sector companies and civil society organizations.
• Excellent understanding of the political and economic environment of donor markets
• Developed interpersonal skills and a demonstrable ability to inspire, collaborate, influence and present credibility and confidence to political leadership in donor countries
• Excellent written and oral communication skills in English are essential for this position; knowledge of another UN language would be an advantage.
