Description
You will be assigned as integrated support to the Galileo G2 Ground Segment Management Service (NAV-NGS) in the Galileo Ground Segment Management Office, Directorate of the Galileo Programme and Navigation-related Activities.
Training and familiarisation with the parent Department’s mandate, processes and procedures will be provided at the start of this assignment.
The Galileo Second Generation (G2G) Ground Segment Agile Change Agent supports the procurement and development of the next generation of Ground Segment for Galileo. The G2G Ground Segment will modernise the existing infrastructure and support the enhancement of navigation services through the integration of next-generation Galileo satellites (G2S). The Scaled Agile Framework (SAFe) will be used for the Ground Segment development.
Duties
Reporting to the Head of the Galileo G2 Ground Segment Management Service, the Agile Change Agent will establish a LACE (Lean-Agile Centre of Excellence), working with key managers and leaders within the Galileo Project Team to facilitate a smooth transition to adopting the Scale Agile Framework for the G2G Ground Segment development.
The main duties of the G2G Agile Transformation Agent will include:
- establishing and leading a G2G Ground Segment LACE;
- acting as SAFe programme consultant within the Galileo Project Team;
- implementing a transformation roadmap to move from established working practices towards recognised agile working processes;
- maintaining compliance with EU regulatory constraints;
- monitoring applicable scientific and technological trends and maintaining state-of-the-art expertise;
- participating in periodic meetings with the parent service, contributing to the transfer of technical knowledge and lessons learned across the Agency.
In addition, your responsibilities within the LACE will include:
- communicating the business need, urgency and vision for change;
- developing the implementation plan and managing the transformation backlog;
- establishing the metrics;
- conducting or sourcing training for executives, managers and leaders, agile teams, and specialist roles such as product owner, product manager, scrum master, and release train engineer;
- facilitating value stream identification workshops (using supporting toolkit) and helping to define and launch agile release trains (ARTs);
- providing coaching and training to industrial stakeholders and teams;
- participating in critical initial events such as Program Increment (PI) Planning and Inspect and Adapt (I&A);
- fostering SAFe communities of practice (CoPs);
- communicating progress to all relevant stakeholders;
- implementing lean-agile focus days with guest speakers and presenting internal case studies;
- benchmarking and connecting with the external community;
- promoting continuing lean-agile education;
- extending lean-agile practices to other areas of the organisation, including lean budgets, lean portfolio management, contracts and human resources;
- helping to establish relentless improvement.
Technical competencies

A master’s degree in information technology, electrical engineering is required.
Additional requirements
Experience in space technology, in particular satellite navigation, will be considered an advantage.
Experience and understanding of the following technologies and engineering practices will be considered an advantage: MBSE, PaaS, virtualisation, IaaS, SOA, microservices, Confluence, Kafka, Kanban.

The working languages of the Agency are English and French. A good knowledge of one of these is required. Knowledge of another Member State language would be an asset.
