As a vital member of the Advanced Radar Research Center this role contributes to the organization by providing administrative and financial management through the tracking, processing, and auditing of financial transactions (e.g., project expenditures, PCard transactions, grant budgets, payroll processing, travel claims, etc.). This position will also develop, distribute, and support financial reporting for key stakeholders.
Typical Functions May Include:
Financial Management
Provides financial support for departmental accounts, grants, and manages payroll for the research center. Performs accounting for all accounts, provides financial analysis, data analysis and prepares reports. Manages grant reconciliation, and processing of payroll charges against awards. Works with multiple sources of funding which may include sponsored research, and federal restricted funds, grants and contracts. May assist with processing all payments including vendors invoices, individual reimbursements, and other accounts payable and receivables discrepancies as required. Exercises budget controls by reviewing, and processing requests for financial transactions (requisitions, PCards, Cost Transfers, Travel, etc.) Participates in the implementation and interpretation of policies and procedures related to granting agencies (both federal and state) and the university. Manages approval process for payroll, leave accounting and reporting. Establish and/or manage internal accounting record keeping systems. Ensure data accuracy through regular quality checks; Performs audits to assure accuracy and compliance with internal and external regulations. Supervises financial staff including hiring, training and evaluating performance. Financial Planning
Budgeting: Coordinate updates and maintenance of annual department budgets. Track and manage budget forecasts, including various forecasting inputs (pre-encumbrances, payroll appointments, course buyouts, etc.). Develop, organize, and initiate allocation plans with faculty and leadership. Financial Process & Reporting
Process Excellence: Manage internal processes as assigned. Support knowledge management activities by maintaining up-to-date documentation. Collaborate with others to map, identify, and promote best practices as well as improve work processes. Data Maintenance: Manage various methods for collecting, processing and storing data retrieved from operational sources (i.e. online forms, email, etc.) and enterprise applications. Maintain databases, spreadsheets, and other data repositories. Reporting: Create, maintain, analyze, and distribute reporting objects for use by various levels of stakeholders such as Staff, Faculty, Program Managers, ARRC Directors, OU Administrators and Sponsors. Required Education: Bachelor’s degree in Accounting, Finance, Business, Management, or other related fields or equivalent combination of education and /or 48 months of experience will be accepted in lieu of a bachelor’s degree.
Required Experience: 48 months experience of office management, financial management or related experience.

- Must be able to engage in repetitive motions, sit for prolonged periods and operate in an office environment. Frequent exposure to deadlines or other internal / external deliverables may result in time sensitive scheduling or increased work pace; ability to communicate, including expressing oneself or exchanging information with others; ability to use a computer daily.
Department Preferences:
- 24 months of experience with financial management / accounting in a higher education environment
- Previous OU experience, particularly in the budget, accounts payable & purchasing or payroll
- Experience with PeopleSoft

- Knowledge of SQL
- Experience with Lean / Six Sigma or other process improvement methodologies
