JOB CONTEXT

The Palestine mission is part of the Mashriq regional programme, which covers Egypt, Iraq, Jordan, Lebanon and Palestine. HI implements a mix of humanitarian and development projects in the Gaza Strip and the West Bank.

In 2023, HI implemented both humanitarian and development projects in the Gaza Strip and the West Bank. The escalation between Hamas and Israel in October 2023 has created a major humanitarian crisis in the Gaza Strip.

In response to the escalating needs, HI has significantly escalated its financial forecast for 2024 and its staff and continues to develop new proposals to support the response to the needs in the field and expand its access capacities. The total budget for 2024 will likely be between 20M EUR. The total number of staff is around 100 + around 100 volunteers, and it is expected to grow up to around 150/200 staff in total (for all sectors).

HI’s current areas of activity encompass physical rehabilitation, humanitarian mine action, humanitarian logistics, education in emergencies, emergency preparedness, disability mainstreaming/inclusion in humanitarian action, and advocacy.

Significant challenges are encountered on a daily basis, notably a severe lack of security and humanitarian access in Gaza, along with a high instability of West Bank and multiple bureaucratic impediments.

We are looking for Finance Manager support to join our committed team ! The position is based in Ramallah.

Mission: The Finance Manager Support is responsible, ensuring compliance with HI’s standards and local rules in the finance field, for financial strategy and steering and operational financial management within his/her area of responsibility

Responsibility 1: Financial and Budget Management

  • Supervises budget drafting and ensures optimal use of HI’s funds in the designated area.
  • Ensures accuracy and updates of financial information, coordinating reporting according to the financial calendar.
  • Provides necessary summary notes for financial management and identifies risks, supporting budget holders in financial steering.
  • Analyzes financial aspects of partnership agreements, verifying accuracy and conformity of partners’ accounts and documentation.

Responsibility 2: Accounts Management

  • Acts as the focal point for accounting issues.
  • Ensures accuracy and updates of accounts information, coordinating reporting according to the financial calendar.
  • Directs development of accounting processes, ensuring compliance with accounting frameworks and integration into the accounting information system.
  • Validates entries/documents for monthly and annual account closings, including bank reconciliations and asset monitoring.
  • Manages Value Added Tax (VAT) exemptions and declarations, representing HI externally with auditors and authorities.

Responsibility 3: Financial Management of Institutional Funding

  • Leads drafting of funding proposals for institutional donors and constructs funding schedules.
  • Examines and negotiates funding agreement conditions, ensuring compatibility with HI procedures.
  • Monitors expenditure against funding, reports to budget holders, and ensures compliance with donor guidelines.
  • Coordinates responses to internal/external auditors, ensuring successful audit conclusions and defining corrective actions.

Responsibility 4: Cash Flow Management

  • Serves as the focal point for cash-flow issues.
  • Formalizes fund requests to ensure cash availability, assists project managers in defining cash-flow requirements.
  • Provides documents for internal/external auditors and banking compliance.
  • Evaluates payment methods, oversees fund security/storage procedures, and manages bank account operations.
  • Identifies exchange rate risks and implements mitigation measures.

Requirements

You have at least 6 years of overall professional experience and at least 3 years of experience in finance management in emergency responses in conflict-affected countries.

Written and oral communication in English.

You are capable to manage stress and are known for your ability to overlap priorities,  your flexibility and adaptability skills.
