Job Description Summary
The Finance Manager is a strategic business partner to the Portfolio Finance Director and units within the VP Finance and Operations (VPFO) and VP Human Resources (VPHR) portfolios. This position provides value-added information, support and decision making to ensure the overall financial requirements of the VPFO and VPHR portfolios are managed effectively. These two VP portfolios are complex and multi-dimensional with an approximate annual operating budget of $170 million along with capital expenditures in excess of $100 million in the VPFO and $30 million of operating budget in the VPHR portfolio.
This role provides expert business acumen through leadership, broad advice, strategic guidance and support to senior management and staff (including the VP, AVP, Directors, Associate Directors, and Managers) throughout the VPFO & VPHR portfolios. This includes providing department wide, high-level financial, budget and operational matters as well as developing, implementing, and overseeing financial services to this entire portfolio.
The Finance Manager develops and implements new policies and procedures to improve financial management and business processes throughout the portfolio. Additionally, this role partners with the Portfolio Finance Director in implementing strategic initiatives across both the VPFO and VPHR portfolios as well as providing effective, accurate information for effective decision making.
Organizational Status
The Finance Manager reports to the Portfolio Finance Director, VPFO/VPHR, and directly supervises up to two Financial Analysts.
Work is done in effective collaboration with the Board of Governors, VPs, Treasury Office, Budget and Planning Office, Payment and Procurement Services, IT Services, Internal Audit, Directors and external customers and agencies including GVRD, provincial and federal governments, municipalities and external auditors.
Work Performed
-Ensures the Portfolio Finance Director and senior management are supported in strategic and operational decision making with financial information and analyses that is relevant, timely and accurate.
-Takes a lead role in developing budgeting and financial planning recommendations for the portfolio.
-Responsible for the implementation of best financial management practices together with the Portfolio Finance Director.
-Continually reviews the Departmental internal controls and ensures there are adequate internal control policies such that, as far as practical, the unit s business is conducted in an orderly and efficient manner.
-Recruits, trains, leads, develops and evaluates staff. Plans, organizes and directs work to meet monthly, quarterly, yearly and ad hoc deadlines (this is complex as it supports units under both the VPFO and VPHR portfolios). Working with the Portfolio Finance Director, determines appropriate staffing levels and requirements.
-Provides advice, direction and guidance to VP, AVP, Department Heads as well as staff within the portfolio concerning budget, accounting and financial matters, accounting policy interpretation and sound business practices; advising on financial implications of various planning options.
-Performs business process reviews, re-engineering and develops new processes and procedures to increase efficiency, effectiveness and customer service. Makes recommendations to the Portfolio Finance Director for changes to policies and procedures related to improved financial reporting, controls or accountability.
-Provides recommendations to the Portfolio Finance Director and senior management to resolve funding requirements for the portfolios.
-Accountable for the effective review and accurate analysis of the quarterly and annual financial statements and management reports. This includes thorough analytical reviews actuals and projections and the identification of: variances from budget; action items for the management team, red flags, growth areas, etc. to ensure future business decisions are sound.
-Develops and implements financial reports and financial reporting structures for senior management that enable senior leaders to monitor the financial health of the Departments including quarterly financial reports; makes informed resource allocation decisions and develops reports that enable potential problems to be detected. Works with non-financial leaders to promote the understanding of financial reports and processes to develop awareness of the impact of decisions on financial results.
-Develops and implements processes to create, gather and compile financial data and estimates into meaningful financial formats to support the development of budgets and financial projections;
-Works with senior members of the Central Finance and Budget office to resolve sensitive or complex budget and financial issues.
– Leads the annual budget and quarterly forecast development for assigned areas, including liaising with external auditors to answer queries and responding to any perceived weaknesses.
-May represent the Portfolio at senior University committees related to financial, budgeting and accounting systems.
-Keeps current on regulatory requirements of GAAP and UBC Policy to effectively advise and guide units;
-Performs other related duties, projects and initiatives.
Consequence of Error/Judgement
Errors in judgment, decision making, and financial plans will have serious impact on the financial viability of the departments within the portfolios. Due to the senior level of this position in the portfolio, the decisions or recommendations made will have a significant effect on the departmental standards and operations. A high degree of judgment, technical expertise and strategic thinking is required.
Supervision Received
Works with a high degree of independence on operational work under the broad direction of the Portfolio Finance Director, VPFO/VPHR. Is supported by the Portfolio Finance Director with strategic direction

This position directly supervises up to two Financial Analysts.
Minimum Qualifications
Undergraduate degree in a relevant discipline. Completion of the CPA accounting program (CA, CGA or CMA). Minimum of seven years of related experience, or the equivalent combination of education and experience.
Preferred Qualifications
University degree in Commerce or Business Administration preferred. A minimum of seven years experience in accounting, auditing, budgeting and financial planning responsibilities, (preferably in a unionized environment in a large private organization or the public sector).
Experience in fund accounting, budgeting, financial analysis and development of financial tracking and reporting systems.
Experience working collaboratively with Senior Leadership and Management and other professionals.
Experience with and ability to consolidate and interpret financial data, present findings and assist non-financial managers in understanding financial reports.
Extensive experience with data analysis in large ERP systems and/or large data sets is required, including demonstrated ability to build reporting tools, performance indicators and other analytical tools.
Proven oral and written communication, interpersonal and organizational skills. Demonstrated ability to develop appropriate and effective financial reports.
