Field Coordinator (Marrakesh, Taroudant, Azilal)

The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world’s largest humanitarian organization, with a network of 191-member National Societies. A 6.8 magnitude earthquake hit Morocco on September 8, killing and injuring thousands of people and causing widespread destruction. The Moroccan Red Crescent Society (MRCS) responded immediately, providing first aid and psychosocial support, helping transport the injured to hospitals, evacuating people from damaged buildings and providing dignified burial management. Through this appeal, the IFRC is supporting MRCS to meet the immediate and early recovery needs of 45,000 affected people. Priorities include providing food and safe water, essential household items, shelter support, health and mental health services, and cash assistance. As the response progresses to the recovery phase, the IFRC is supporting the implementation of recovery programmes including Community-Based Health, Disaster Risk Reduction, Livelihoods and the initiation of long-term capacity building and institutional development initiatives.

This position is based in Morocco and requires in-country travel. IFRC works in an integrated manner with the MRCS and its partners. MRCS has the role as the Movement convener for operational field response and coordination among Movement partners.

Job Purpose

The Field Coordinator’s role is to support the implementation of the operation by the MRCS branch and to support the overall coordination amongst partners working with the MRC branch.

The Field Coordinator provides project management guidance to the MRCS branch as well as ensures proper technical support is provided on areas such as Movement Coordination, Disaster Management, Relief, Shelter, WASH, Health, PSS, Cash Transfer Programming, NSD.

The position holder supports the National Society (NS) and IFRC field staff in the day-to-day implementation, management and coordination of all aspects of the operation in the province of intervention.

Furthermore, the incumbent ensures that all activities are implemented following the accepted humanitarian standards and security rules, while promoting capacity building of the NS and actively pursuing community participation in the implementation of activities.

Job Duties and Responsibilities

1. In coordination with the NS, IFRC and the PNS, ensure the timely and adequate management of operational activities• Support, advise and guide the NS and IFRC field teams in programme design, planning, implementation, monitoring and reporting, and transition in line with IFRC procedures.
• Follow-up closely the NS staff and volunteers by providing assistance, guidance, technical advice and coaching to effectively implement project and programme activities in accordance with humanitarian standards (i.e. Sphere Minimum Standards in Humanitarian Response).
• Support and advise actively and efficiently the NS and IFRC technical programme and support services teams in running field activities for specific programmes, such as Health and Care, PSS, WASH, Relief, Shelter, DRR, CEA, PGI and First Aid and others; ensuring technical support is provided for field teams in a timely and accessible manner.
• Encourage joint assessment, planning and implementation between sectors, where appropriate, fostering an overall multi-sector integrated approach.
• Support the NS in establishing an effective information management system at branch level in line with the overall operation’s systems, including monitoring and learning approaches.
• Work closely with PMER in IFRC and the NS to ensure that planning and reporting requirements are met in a timely and efficient manner.
• With the support of the NS counterpart and field teams draft regular monitoring field reports as required and/or as per given schedule, including reports on important events or situation developments.
• Serve as IFRC finance, admin and logistics focal point for IFRC and PNS/visitors in the hub area as needed.
• Host and brief visitors, donors and delegations and provide operational updates as necessary.

2. Coordinate and liaise with internal and external partners in the assigned geographical area or operation component:
• Lead on the internal coordination and communication between IFRC, NS and PNS technical departments, support services to facilitate the implementation of activities at branch level.
• Represent the IFRC in planning and coordination meetings and external relationships/networking, in the assigned geographical area, providing reports to participating partners and ensuring alignment with the NS and the Movement.
• Provide regular updates, including from coordination meetings held in the Movement’s area of responsibility in the region, to IFRC and NS appropriate Focal Persons to inform overall operational decision-making.
• Lead on the organization/facilitation of Movement coordination meetings chaired by the NS; IFRC and other Movement partners as needed.
• Advise the NS to engage effectively with Movement partners, Regional and Local authorities at all levels, UN and international humanitarian organizations, NGOs, community groups and vulnerable peoples.

3. Support the local branch of the NS in area of responsibility in building technical operational and humanitarian capacity needed to both carry out current operations and for long-term organizational development.
• Ensure that the operational plan is aligned to long-term NS plans.
• Identify and communicate to IFRC, NS leadership and PNS on the development needs of the staff and volunteers
• Ensure proper trainings and capacity building opportunities are identified, shared and organised for the branch staff and volunteers on technical aspects and matters related to the humanitarian sector and the RCRC Movement
• Support the identification and communication of needs on equipment and material needed for the branch to enable the staff and volunteer carry-out activities in good conditions.

4. Continuously assess socio-political, humanitarian and security situations and gaps in area of responsibility
• Stay abreast of the context to inform potential adjustments needed to ensure accuracy and quality of the planned intervention.

• Continuously monitor the relevance of the security rules to the context of operation and revise/adapt them when necessary.
• Ensure the security regulations are disseminated adequately to MRCS and IFRC staff and visitors and are adhered to by both MRCS and IFRC/PNS when conducting activities.
• Provide security management support for IFRC in the hub area as needed.
• Report security incidents to IFRC and NS management.

5. Provide managerial oversight to the operation in the area of responsability:
• Lead the risk assessment process in close collaboration with operational management in the assigned geographical area.
• Champion high-quality accountability standards and ensure compliance with relevant policy and procedures.
• Foster an environment of teamwork and collaboration across all departments
• Ensuring adherence to RCRC principles and standards of conduct.
• Report to operational management any suspicion of Code of Conduct violation and other major risks.
• Deputise upon request for Operations Manager or other colleague.

Duties applicable to all staff
1. Actively work towards the achievement of the IFRC Secretariat’s goals.
2. Abide by and work in accordance with the Red Cross and Red Crescent principles.
3. Perform any other work-related duties and responsibilities that may be assigned by the line manager.

Education

  • Relevant university degree or equivalent qualifications with a relevant field. Required
  • Delegates Training Course, WORC, IMPACT or equivalent knowledge acquired through RCRC Movement entities (SIP for ICRC). Preferred
  • ERU, Ops Management, CAP (previous FACT/RDRC) training or equivalent knowledge. Preferred

Experience

  • Minimum 5-7 years of work experience for the RC/RC or for another humanitarian relief organization coordinating emergency and/or relief operations. Required
  • Field experience within the RC/RC. Preferred
  • Experience in managing programs and projects including planning, monitoring and guiding implementation, budget development and management of significant field-based projects, reporting and technical advice and guidance. Required
  • Previous experience in managing diverse teams, ability to support the professional development of staff under his/her management. Required
  • Experience in field intervention, volunteer management, mentoring and capacity building, training project staff and working with vulnerable populations. Required
  • Previous professional experience in the MENA region Preferred

  • Previous experience in overseeing projects in at least 2 of the technical sectors included in the operation (WASH, Shelter, CVA, PGI, CEA, DRR, Health, Livelihoods, etc). Required
  • Ability to transfer knowledge, skills and/or abilities to staff and volunteers. Required
  • Good analytical skills and solution focused person. Required

Languages

  • Fluent spoken and written French and/or Arabic. Required
  • Good command of English (verbal and written). Required
