Evaluation Project Manager

This position serves as the evaluation project manager for a youth-led initiative that promotes healthy behaviors (Youth Action for Health Leadership) and serves as an evaluation team member for other healthy lifestyle initiatives. The evaluation project manager develops project plans, identifies major milestones, and ensures successful outcomes.

Evaluators on this team work shoulder to shoulder with partners at other state agencies, consultants, and grantees across the state to improve the health and well-being of Oklahomans, primarily in the areas of tobacco use, physical activity, and nutrition. Evaluators assess the impact of the policies, systems, and environmental changes implemented in the effort to achieve better health outcomes for Oklahomans. The evaluation team develops and implements process and outcome plans that support equity, improve programs, yield actionable results, and measure the impact of public health programs. Data and evaluation expertise are used to help professionals implementing programs and partners funding programs do it better by providing data that can be used for decision-making and making evaluative judgments about programs.

Duties:

• Project/Personnel Management: Provides project management support to leadership ensuring appropriate and timely communications, developing project plans and milestones, and ensuring successful outcomes. May oversee assigned project staff and/functional and operational goals. Aligns project outcomes to achieve financial, quality, and service goals. Effectively manages a variety of projects to ensure financial, quality, service, and operational goals are achieved. Responsible for day-to-day management and development of department staff utilizing development tools, such as performance evaluations and conducting performance management planning.
• Evaluation planning and design: Work with the evaluation team and partners to develop evaluation plans for current, new, and emerging public health programs. This includes creating and maintaining IRB protocols and related tasks and procedures as needed. Provide evaluation input into program planning activities.
• Participant recruitment: Recruit participants to take part in evaluation studies.
• Program data collection and management: Design and implement methods for collecting quantitative and qualitative data from program partners. For example, surveys, interview and/or focus group guides, reporting tools, etc. Develop quality control protocols and procedures.
• Program data analysis and decision-making: Review and analyze program data to develop strategies to improve program performance, make decision, and make evaluative judgments about program effectiveness and impact.
• Training and technical assistance: Train partners on the administration of data collection tools associated with public health programs. Provide technical assistance related to evaluation planning and reporting to partners.
• Teamwork: Work as an active partner with the evaluation team, assist peers when needed and collaborate with external partners. Attend and/or lead regular meetings with partners and serve on multi-agency work groups.
• Literature and document review: Review and compile scholarly literature to support deliverables.
• Communicate results: Lead and contribute to report writing, data briefs, and other deliverables.
• Personnel supervision: May supervise a staff of research technicians and/or research assistants on specific projects. This includes delegating tasks, providing training, and overseeing work.
• As needed: Perform various duties as needed to successfully fulfill the function of the position. This includes providing administrative assistance and support for the daily operations of various programs. Ability to travel as needed. Most travel is in-state and does not require overnight stays.recommendations based on evaluation findings.

Education: Bachelor’s Degree

Experience:  60 months experience managing/leading multiple projects.

Equivalent/ Substitution: Will accept 48 months of related experience in lieu of the Bachelor’s degree for a total of 108 months of related experience.

Skills:

• Knowledge and understanding of public health population-based practices.
• Experience working with Institutional Review Boards (IRB).
• Computer proficiency including Microsoft Office Product applications (especially Excel).
• Formal training and/or experience in program evaluation, including designing, implementing, analyzing, and reporting impacts of program activities.
• Ability to effectively manage multiple projects at a time.
• Critical thinking and the ability to synthesize quantitative and qualitative program data, communicate conclusions, and make recommendations based on evaluation findings.
• Knowledge of basic qualitative and quantitative evaluation methods.
• Ability to work independently and as part of a team.
• Proven writtten and verbal communication skills.
• Detail oriented and effective organizational skills.
• Ability to travel as needed. Most travel is in-state and does not require overnight stays.

Departmental Preferrances:

• Master’s degree in public health, community health, or social sciences and 3 years’ experience in program evaluation, database management, and/or development of data collection and reporting tools is strongly preferred.
• Experience considering the impacts of program work on multiple types of communities, including rural, urban, racially, ethnically, and socioeconomically diverse communities is preferred.
