The Ethics & Assurance Specialist will examine, review and analyze records, reports, and financial information to ensure compliance with laws, regulations and Mercy Corps’ policies and procedures. Under supervision and guidance of Ethics & Internal Controls Manager he/she will be supporting investigation of potential violations of the Code of Ethics with an emphasis on fraud & corruption, bribery and human trafficking.

The incumbent supports the promotion and encourage a culture of compliance and ethics among Mercy Corps Pakistan team. Communicates Mercy Corps values to staff and partners and requires them to adhere to these values.

Essential Job Responsibilities

Investigations

  • Conduct or support conducting objective, fair, thorough, unbiased and timely investigations into allegations of fraud, corruption, and violations of Mercy Corps’ policies and procedures.
  • Develops action plans which determine scope, timing, and direction of investigation.
  • Makes all possible efforts to obtains relevant evidence and information from all concerned.
  • Supports reviews and research evidence/documents to draw conclusions.
  • Supports in conducting interviews.
  • Documents all investigative steps.
  • Supports preparation of professional investigation reports and recommendations;
  • Perform other investigation-related tasks as determined by the supervisor.

Case management

  • Ensure all reported incidents are reported to the HQ and logged in the system.
  • Ensures maintaining the case management system and regularly update the supervisor.
  • Ensure that all relevant evidence-gathering and storage protocols are observed and that all relevant documentation is properly filed and stored.
  • Perform other case management-related tasks as directed by the supervisor.

Other

  • Maintains complete confidentiality with respect to information acquired through the compliance process and all associated activities.
  • Contributes to the creation of a positive image and overall credibility of the organization, notably through the application of the organization’s Code of Ethics, values, and stand-point about internal and external actors.
  • In coordination with established onboarding processes and direction from the supervisor, assist with onboarding new country team members to ensure awareness and understanding of Code of Ethics policies.
  • Conduct and/or coordinate regular anti-corruption, fraud prevention, and other Code of Ethics training for country staff and partners.
  • Perform other duties as assigned.

Knowledge and Experience

  • Bachelor’s Degree in finance/ accounting/ law or related field; an advance degree or equivalent certification is a plus.
  • More than three (3) years of relevant experience in investigations, preferably in NGO/INGO.
  • Understanding of best practice in ethics management and accountability within INGOs, including best practices for investigations of ethical violations.
  • Understanding of a wide-range of ethics violations, including fraud, corruption and human trafficking in humanitarian and/or development settings.
  • Advanced computer skills in MS Office, particularly Excel.
  • Detail oriented, with a high degree of ethics, integrity, discretion and professionalism.
  • An ability to establish and retain effective working relationships with other staff.
  • High level of English Language skills.
  • Must be fluent in written and spoken English and Urdu.
