Description
Azura is recruiting for an Environmental Specialist to work with the National Oceanic and Atmospheric Administration (NOAA) National Marine Fisheries Service (NMFS) Greater Atlantic Regional Field Office (GARFO).

The Environmental Specialist will support the NMFS GARFO Protected Resources Division (PRD) and/or Habitat and Ecosystem Services Division (HESD). The PRD is responsible for implementation of the Endangered Species Act (ESA) and Marine Mammal Protection Act (MMPA) and covers protected marine mammals, sea turtles, Atlantic salmon, Atlantic sturgeon, and shortnose sturgeon from Maine to Virginia. The HESD assesses the potential impacts of development activities from Maine to Virginia on marine, estuarine, or diadromous species or their habitat and conducts Essential Fish Habitat (EFH) consultations under provisions of the Magnuson-Stevens Act (MSA).

Duties
The Environmental Specialist will assist with assessments of ongoing and new federal activities, including offshore wind and hydropower development, on listed species, critical habitats, and fishery habitats. This work will largely be guided by requirements of the ESA, MSA, MMPA, and NEPA.

Tasks may include the following:
• Conducting technical and environmental reviews under the authority of the NEPA as well as the EFH provisions of the MSA.
• Providing assistance on ESA Section 7 consultations related to the effects of projects on ESA-listed species, such as North Atlantic right whales and Atlantic and shortnose sturgeon.
• Developing ESA letters of concurrence, sections of biological opinions, and literature reviews.
• Responding to requests for information from action agencies such as the Bureau of Ocean Energy Management (BOEM) and Federal Energy Regulatory Commission (FERC) and assisting in providing technical assistance.
• Providing technical analysis of EFH assessments and NEPA documents focusing on impacts to living marine resources and on best management practices that could avoid, minimize, or mitigate adverse impacts to habitat and other NOAA trust resources.

Place of Performance
• Work can be remote or on site at the GARFO in Gloucester, MA

Qualifications
Qualifications
• Bachelor’s degree from an accredited college or university with a major directly related to environmental science or associated discipline (e g., biology, ecology, fisheries biology, marine biology, natural resource management, conservation biology, landscape ecology, or restoration ecology)
• At least one (1) year and up to seven (7) years of experience assessing environmental impacts to protected species and habitats and preparing environmental compliance reports or consultations related to the ESA, MMPA, NEPA, MSA, or similar state regulatory frameworks
• Critical thinking and the ability to assess potential impacts to living marine resources
• Experience providing biological, economic, or social analysis to support recommendations for natural resource conservation measures
• Strong organizational skills with ability to work independently and comply with strict project deadlines
• Excellent technical writing skills and the ability to express both biological and regulatory concepts in plain language
• U.S. citizenship and presence and ability to comply with EO 14042
