OBJECTIVES OF THE PROGRAMME

The WHO Thirteenth General Programme of Work and the Sustainable Development Goals include an emphasis on enabling all people to enjoy better health and well-being. This includes reducing health inequalities and reducing preventable disease and injury caused by environmental, social and economic determinants of health. In the context of the WHO Health Emergencies Programme, the incumbent will support the emergency team in the overall implementation of the SHARE project, the primary objective of the assignment is to ensure that all interventions under the SHARE are implemented in line with the requirements of the Environmental Social Management Framework (ESMF), labor management, labor management, and gender-based violence (GBV) prevention and response plan which were prepared in compliance with the World Bank Safeguards Policies and relevant laws and regulations of Government of Sudan.

DESCRIPTION OF DUTIES

  • Oversee the implementation of social safeguards plans and requirements and update these plans when necessary.
  • Draft site-specific environmental and social management plans (ESMPs) for project sub-activities where relevant.
  • Improve tools and processes for stakeholder engagement, including grievance redress mechanisms, workshops with health facility managers, and analysis of beneficiary survey data, and update the stakeholder engagement plan (SEP) regularly.
  • Raise awareness of contractors and core capacities with regards to the Code of Conduct specifically for preventing and reporting sexual exploitation and abuse (SEA) and sexual harassment.
  • Implement strategies regarding social safeguards issues including gender-responsive activities as part of health system strengthening.
  • Be responsible for technical reporting to donors on adherence to environmental and social safeguards requirements in WHO activities.
  • Respond and take timely action on relevant findings of third-party monitoring agencies, WHO internal monitoring and evaluation teams and other sources to ensure adherence to environmental and social safeguards in WHO activities.
  • Handle the Grievance Redress Mechanism of the SHARE project
  • Ensure transparent, accountable and early response to complaints and suggestions by WCO technical officers.

REQUIRED QUALIFICATIONS

Education

  • Essential: Bachelor’s degree in social sciences, anthropology occupational health and safety or a related field.
  • Desirable: Training in environmental and social safeguards.

Experience

  • Essential: At least five years of relevant experience, with proven international exposure, working on environmental health projects or climate sustainability, or gender-responsive health programming, including management of grievances/complaints and/or community engagement.
  • Desirable: Practical experience applying environmental and social safeguards requirements in fragile or conflict-affected contexts.

Skills

  • Thorough knowledge and understanding of environmental health issues associated with health care activities
  • Demonstrated technical skills and knowledge of the Environment Safeguards, Environmental Development, Waste Management and related areas and their implementation in emergencies.
  • Excellent organizational and programme management skills.
  • Sound knowledge of WHO and or other UN Agencies rules, manuals, practices and procedures is an asset.

Use of Language Skills

  • Essential: Expert knowledge of English. Expert knowledge of Arabic.
