Entomology and Vector Control Technical Director – USAID/Mozambique EntoLocal Project (Proposal)

Job description

Over the past 40 years, MCD Global Health (MCD) has worked to strengthen health systems through integrated, sustainable, and locally driven interventions across several public health sectors. MCD collaborates with donors, national governments, the private sector, health agencies, communities and local stakeholders to improve health and save lives worldwide in the following areas: malaria prevention and control; water, sanitation, and hygiene; maternal, neonatal and child health; health system strengthening (HSS) HIV/AIDS; Zika; and other communicable diseases.

MCD is currently seeking candidates to serve as the Entomology and Vector Control Technical Director for the anticipated USAID EntoLocal Project in Mozambique. Under this five-year project, USAID will support the local National Malaria Control Program (NMCP) and the National Institute of Health (NIH) of Mozambique in the technical capacity and supply chain strengthening for entomological surveillance, as well as in improving the local capacity to interpret, analyze, and use entomological monitoring data for decision making.

Reporting to the Project Chief of Party (COP), the Entomology and Vector Control Technical Director will manage and provide technical assistance to all in-country entomology related activities of the Project. He/she will work in close collaboration with national, province, and local government stakeholders, local and community organizations, and other partners to support the range of activities essential to improving capacity for carrying out entomological monitoring and decision making in seven provinces of Mozambique. This position is contingent upon award.

Essential Job Functions:

  • Provide technical leadership and oversight to all in-country entomological capacity strengthening activities, including those related to:
    • vector bionomics monitoring
    • insecticide resistance monitoring and management
    • insectary management and sustainability of mosquito colonies
    • entomological laboratory analyses
    • vector control decision making based on the entomological data collected through the above-mentioned activities
  • Assist the COP in ensuring that the Project monitors its progress and performance and achieves the Project benchmarks as per the Project Monitoring and Evaluation Plan;
  • Provide technical support for training and other competency transfer efforts within the community as required;
  • Assist the COP in annual work planning and budgeting and reporting of the abovementioned activities (quarterly and annually) in accordance with USAID rules and regulations;
  • Supervise Project local technical staff;
  • Ensure the Project has appropriate representation at high‐level stakeholder meetings and national and/or regional malaria technical working groups;
  • Contribute to the knowledge management aspects of the Project, to include documenting project results and impacts, and dissemination of lessons learned and best practices, in various forms.

Job requirements

Qualifications, Skills and Experience:

  • A graduate and post-graduate degree in Medical Entomology (or equivalent), master’s degree or PhD preferred.
  • At least five years’ field and laboratory experience working as an entomologist preferably within a malaria control project.
  • A minimum of six years in management roles related to vector control and entomological surveillance programming management or as part of a vector control activity.
  • Demonstrated experience interacting and maintaining relationships with high-level stakeholders and host country government officials.
  • Good interpersonal skills, team player, able to work under tight timelines.
  • Willingness to conduct extensive field work and traveling.
  • Highly computer literate, familiar with Microsoft Office applications, database management, statistical analysis, presentations, and electronic communication
  • Full professional proficiency in English and Portuguese is required.
  • Prior experience working in Mozambique is strongly preferred. Preference will be given to Mozambican nationals.
