JOB DESCRIPTION AND POSITION REQUIREMENTS:

The Pennsylvania State University Libraries seek an innovative and service-oriented Electronic Resources Librarian for a tenure-track faculty position in the Acquisitions Services department at the University Park Campus. Responsibilities include:The Electronic Resources Librarian will report directly to the Head of Acquisition Services, manage a team of 4-6 FTEs, and work across all three units of the Acquisitions Services team: Serials Acquisitions, Electronic Resources, and Monograph Acquisitions. Responsibilities include:

  • Provide effective lifecycle management of electronic resources including databases, e-books and e-journals through maintaining the integrated library system and electronic resource management system.

  • Investigate user access issues and respond using the Penn State University ticketing system, and collaborate closely with appropriate staff.

  • Manage remote access to library databases including maintaining EZproxy in collaboration with the Electronic Resources Unit.

  • Develop policies and procedures to gain efficiencies, maximize the effectiveness of processes, and ensure seamless access to electronic resources.

  • Work closely with relevant stakeholders such as selectors, acquisitions colleagues, Cataloging and Metadata Services, the Office of Scholarly Communications, and the Associate Dean (AD) for Collections, Research, Scholarly Communications throughout the processes related to managing electronic content.

  • Manage electronic resource licenses, including the ones for streaming videos.

  • Maintain terms in the electronic resource management system.

  • Perform cost-benefit analyses to ensure evidence-based decision-making in collection development. Utilize cost data, usage statistics, citation data, publication data, journal impact data and other data to perform analyses and produce reports.

  • Resolve usage data issues, such as failed logins, missing data, missing metrics, and data anomalies. Keep track of the most current COUNTER (Counting Online Usage of Networked Electronic Resources) standard code of practice for measuring library resource usage and address publishers’ noncompliance issues.

  • Keep abreast of current electronic resource and OA issues and trends.

  • Engage in research, scholarly publication, and professional service activities in areas appropriate to academic librarianship.

Required Qualifications: Requires a Masters of Library Science degree from an ALA-accredited institution (or equivalent); relevant experience at an academic, special, or research library; knowledge of IP authentication systems and electronic resource management systems; knowledge of library license agreements; strong quantitative and analytical skills; strong knowledge and experience using MS Excel; meticulous attention to detail; ability to work independently and collaboratively; commitment to fostering a diverse educational environment and workplace and an ability to work effectively with a diverse faculty, staff, and student population; potential to achieve the requirements for tenure and promotion in the areas of librarianship, research, and service; excellent oral and written communication and interpersonal skills.

Applicants for the Assistant Librarian rank should have:

  • A graduate degree in library or information studies or other appropriate degree; must have demonstrated potential ability as a librarian; and must have shown promise of growth in research and service.

Applicants for the Associate Librarian rank should have:

  • In addition to the qualifications for Assistant Librarian, the Associate Librarian should demonstrate excellence in librarianship, show evidence of an established reputation in research, and have a strong record of service to the University and the profession.

 
Preferred Qualifications: Demonstrated ability to supervise staff effectively; knowledge of scholarly publication assessment data, including Impact Factor, citation data, usage data, etc., as well as usage data standards, e.g., COUNTER, and SUSHI.

Compensation and Rank: Tenure-track faculty position, with rank and salary dependent upon qualifications and experience. Fringe benefits include liberal vacation, excellent insurance and health care coverage, state or TIAA retirement options, and educational privileges. In addition, faculty in the University Libraries are afforded funds for professional development travel annually. Faculty may be asked to travel as official representatives of the Libraries to certain events and those trips are reimbursed at full cost within limits established by the University.
