Description
Are you looking for an opportunity to work as part of a team and provide economic expertise and guidance to department leadership and staff in support of Oregon’s fish, wildlife, and their habitats? Do you want to make an impact on changes to agency policy or financial actions based on research findings? If so, please check out the following opportunity:

What you will do:
• Work collaboratively in a team environment to plan and manage research studies regarding state fish and wildlife licensing trends. Identify demographic and socio-economic variables within existing or new licensing data sources to predict future licensing outcomes. If data sources are new, develop the procedures for surveying/collecting data. Perform quantitative analysis of licensing data and interpret the results to inform the department’s communication and marketing efforts. Identify statistical techniques and systems to analyze and predict revenue fluctuations in response to increases and decreases in license purchases. Compare Oregon’s licensing statistics with those of other states, Oregon’s past year’s trends, and other state populations within Oregon to predict trends. Track the overall impact of changes to the department’s licensing processes, including a reduction in labor efforts, supplies, and other related services. Measure customer responses to changes to the department’s licensing processes. Lead survey efforts relating to gauging licensee responses to department changes to policies, rules, regulations, and services offered. Coordinate the quantitative analysis portions of the department’s research studies and projects. Verify the quality of data collection methods/sources, procedural steps, accuracy of results, and presentation of outcomes.

• Evaluate the fiscal and organizational impact of proposed legislation to the department as requested by the Department of Administrative Services (DAS), Legislative Fiscal Office (LFO), or as part of the Oregon administrative rulemaking process. Prepare fiscal and economic impact statements related to proposed new or amended legislation or administrative rules. Identify and communicate potential issues and ambiguity in bills. Provide information and guidance to department leadership, staff, DAS, and LFO regarding the impact of legislation to the department. Recommend changes to fiscal information reported by department program staff when necessary.

• Manage the department’s use of statistical software programs used for quantitative analysis. Train others on statistical analysis techniques and software to independently perform various analyses. Present to diverse audiences explaining how data was forecasted and analyzed and the meaning of results. Clearly communicate the analytical methods used and integrity of the department’s data.
• Collect and analyze data and prepare reports for annual certification of hunting and fishing licenses to ensure Oregon’s allocation of Federal Sport Fish and Wildlife excise taxes, and annual estimates of price, values and economic impacts of Oregon’s commercial fishing industry.

Applicants are subject to both a criminal history and motor vehicles check. Driving is required for all positions. Out-of-state finalists will be required to present a current certified or uncertified driving record for review to be considered for the position. Be prepared to obtain as soon as possible. You are expected to provide the out-of-state driving record before an offer can be made unless extenuating circumstances exist. Adverse background and/or driving information may disqualify you from further consideration.

We are seeking applicants who meet the minimum qualifications and have the following skills and experience:

Minimum Qualifications:
A Bachelor’s degree in economics or a related field and one year of experience doing economic research or econometric forecasting. An advanced degree in economics or a related field may substitute for the experience.
Requested Skills:
• Performing economic research and/or econometric forecasting
• Advanced economics and statistics training
• Using statistical/quantitative analysis and software to summarize, analyze, and present data
• Working with natural resource biometrics
• Writing technical reports
• Creating presentations and speaking in public
• Designing and administering social science surveys and analyzing results
