Department Summary University of North Texas Health Science Center – HSC Health Systems – Correctional Medicine Department
Position Overview Open only to internal candidates at University of North Texas Health Science Center The Director of Financial Services position will be located within the University of North Texas Health Science Center’s (UNTHSC) and assigned to supervise the Financial Operations Office located within the Contract Operations, Business Development & Correctional Medicine Department (d/b/a Correctional Medicine – CMD). This position will report to the Associate Vice President with additional collaboration with the CMD Business Office Director, CMD Clinical Executive Director, and CMD Medical Director. Responsibilities of the position include but are not limited to: * · Responsible for directing and managing the day-to-day financial operations to include planning, budgeting, policy analysis and reporting. Develop and utilize financial forecasting, predictive models and activity-based financial analyses, including developing key metrics and performance indicators to provide Directors and key staff members with reporting and analysis. Respond to all internal and external audit inquires; provide all support documentation for financial transactions.
Develop and implement audit controls, payment procedures, and financial transactions processes including requests for supplier payments, reporting, and end of the year financial IBNR’s, account reconciliations and compliance reviews. Communicate clinical/institutional Consolidated Financial reports detailing operational performance trends; historical and forecasted outcomes, using defined metrics. Make recommendations based on financial trends and performance reporting.
Maintain comprehensive financial spreadsheets detailing monthly contract revenue received monitor and analyze cash flows monthly, including revenues, expenditures, accounts receivables and payables, and produce end of month financials. Establish professional and interpersonal relationships with customers. Create a customer service-oriented Financial Team responsible for effective communication with sub-contractors and their team to support department contracts.
Performs other professional duties as assigned to support the mission, goals, and objectives of the department.

Minimum Qualifications

Bachelor’s degree and six (6) years related experience; or equivalent combination of education and experience.

Knowledge, Skills and Abilities
Preferred Qualifications Preference will be given for those candidates who have specific experience in the following area:
Master’s Degree in business or public administration; Experience in working with correctional health care services contracts; Demonstrated capability in utilizing NextGen EPM software application, and Demonstrated experience in developing and maintaining business office reports using Axiom financial software, EIS PeopleSoft, MicroSoft Excel and other database applications.

Work Schedule Position is considered “Exempt” under the Fair Labor Standards Act. Work hours are on-location 40 hours per week, 8 AM to 5 PM.

Job Duties

o Provide director level leadership of all Finance Operations services required under UNTHSC’s Comprehensive Medical Service contracts with the Federal Bureau of Prisons to include supervising, training, and mentoring Finance Operations staff. Supervise the duties and responsibilities of the CMD Finance Operations Team assigned to issue payments to sub-contractors, process timesheets, conduct monthly payment audits, and research payment terms using Axiom and the NextGen Enterprise Management System (EPM).
o Oversee and manage daily finance operations to ensure accurate and timely payments, claim status updates, and creations of sub-contractor EOB’s. Develop and maintain detailed standard operating policy and procedures to help develop and ensure succession planning within the Finance Operations Team. Ensure finance operations payment reports are developed and maintained to document appropriate sub-contract payments to include invoice numbers, dates of service, patient account numbers and contract terms to document historical records for research end auditing purposes.
o Serve as Small Business Liaison Officer (SBLO) to meet the Federal Contract Small Business Association (SBA) requirements. Requirements Include maintaining payment records, verifying self-certification of sub-contractors, entering data using the DUNS number into the SAMS.gov software system.
o Utilize the NextGen Enterprise Practice Management System, Axiom, and EIS PeopleSoft to develop and prepare monthly, quarterly, and annual financial operations reports detailing expenditures, revenues, accruals, profit and loss statements, and labor reports. Research and prepare on- demand spreadsheets analyses reports to assist CMD Executive Staff in contract negotiations, strategic planning, and budget preparations. Ensure appropriate audit trail of all finance operation transactions and accounts consistent with the UNTHSC audit guidelines and CMD assigned
contracts.
o Serve as the principle liaison responsible for overseeing CMD’s sub-contract payments by working with the various departments at the Business Service Center to Include Purchasing, Accounts Payable, Vendor Relations, and the Tax Department.
o Develop and maintain the department annual operating budget by using various sources including forecasting, historical trends, and understanding current market demands. Establish operational objectives, plan, implement and monitor the department budget and administration of the annual budget cycle. Make recommendations to the CMD Executive Team using evidence based data.
o Identify and implement innovative methods and industry recognized finance operations and systems enhancements including sub-contractor credit payments and upgrades to our NextGen Enterprise Practice Management System, Axiom reporting, and other financial operations improvements.
o Assist the CMD Associate Vice President, Medical Director, Director of Clinical Operations, Director of Business Operations and other UNTHSC staff on special projects assigned by UNTHSC Executive staff. Provide all other duties necessary to support the missions and goals of UNTHSC and CMD. Provide back-up coverage for CMD Executive Staff and other CMD staff, as requested, when a vacancy occurs, backlog of workload exists, or special projects warrant reassignment of duties.
o Must adhere to all BOP security requirements and UNTHSC’s confidentiality requirements regarding release of proprietary information related to contract proposals, business, and financial operations.
