Detective Lieutenant

POSITION OBJECTIVE

The Detective Lieutenant is responsible for planning, coordinating and providing training for new and current officers as it relates to bureau functions. The detective lieutenant is also responsible for supervision of investigations of felony criminal and Case Western Reserve University policy violations and serves as the Police Department Intelligence Officer. The detective lieutenant will perform the same duties as police officers in providing law enforcement and protection services, as well as other services in keeping with the mission and values of the university and the Case Western Reserve University Police Department. The detective lieutenant must follow the chain of command at all times and exhibit a proactive, service-oriented approach to the provision of community-based policing services to the faculty, staff, students and visitors at Case Western Reserve University.

 

ESSENTIAL FUNCTIONS

Directly supervise the rotating detective. Hire, train, provide performance reviews, and corrective action as necessary. Plan, in conjunction with department management, the new officer training programs and in-service training programs as directed by the Captain of Special Operations. Review training programs, policy, procedure, protocols and directives to ensure consistency as directed by the Captain of Special Operations. Maintain contact with both internal and external resources to ensure that training methods and resources are keeping with best practices in the industry. (20%)

Perform all the functions of a campus police officer. Serve as the Police Department Intelligence Officer. Receive, communicate and disseminate information from the following agencies: Cleveland Police Department Intelligence Unit, Northeast Ohio Regional Fusion Center (NEORFC), Ohio Strategic Analysis and Information Center (SAIC), Federal Bureau of Investigation (FBI), Central Intelligence Agency (CIA) and the U.S. Department of Homeland Security. Responsible for reporting pertinent intelligence related information to the appropriate university officials as needed. Establish a working relationship with Human Resources, Student Affairs and the University Attorney’s Office. Confer with department management staff regarding crime trends, areas of concern, known suspects and other relevant information. Provide weekly updates and quarterly status summaries of cases and statistics. (25%)

Maintain, install and monitor covert surveillance equipment campus-wide relative to behavior and/or activity in violation of university policy for the purpose of protecting university assets and providing safety. Provide fingerprint service for the university. Control evidence, contraband and property. (15%)

Oversee all investigations including those conducted by Shift Sergeants. Conduct interviews of victims and witnesses of criminal and policy violations. Conduct interviews of suspects of criminal and policy violations, this includes report writing, taking statements, gathering evidence and conducting live surveillance. Prepare detailed written reports of investigations. (20%)

Work closely with the county and city prosecutor’s offices to determine the best course of legal action for the university in criminal cases. Process cases through the justice system when required and monitors cases for final disposition. Work with prosecutors to develop restitution plans and monitor payments. Testify in investigations, internal or criminal, when required, this includes extensive Grand Jury testimony. (15%)

 

NONESSENTIAL FUNCTIONS

May be asked to act as officer in charge in the absence of the Shift Sergeant. (3%)

CONTACTS

Department: Frequent contact with departmental staff during regular duties.

University: Frequent contact with university staff and faculty during regular duties.

External: Regular contact with police personnel from the cities of Cleveland and Cleveland Heights, University Circle Police Department, Cleveland Clinic, University Hospitals and various colleges. Regular contact with fire and EMS personnel from the cities of Cleveland and Cleveland Heights. Contact with other local, County, State and Federal agencies may be required. Work with the City of Cleveland and Cuyahoga County Prosecutor’s office regarding prosecution of cases. Contact with members of the public may be encountered as suspects or victims, witnesses. Work cooperatively with other area police and security agencies in gathering and sharing information, crime trend and suspect information and other related issues. Members of the public are frequently encountered passing through university property and visiting public venues owned by the university.

Students: Frequent contact with university students during regular duties.

 

SUPERVISORY RESPONSIBILITY

Directly supervise rotating detectives. Police Detective Lieutenant may have direct supervision of assigned police and mobile security officers, indirect supervision of contract security staff, and student auxiliary in the absence of the Shift Sergeants.

 

QUALIFICATIONS

Experience: Must be 21 years of age at time of application. 3 years of full-time experience as a commissioned police officer, law enforcement officer or closely related position in an educational environment or institution. Work experience or education and training that demonstrates effective teaching and training skills and abilities. Must possess at least two years of investigative experience. Work experience or education and training that demonstrate the ability to analyze, compile and relate complex information. A criminal record free of convictions related to the fitness to perform detective duties.

Education/Licensing: Associate’s degree required; Bachelor’s degree preferred. Completion of first line supervision program. OPOTA certification as a peace officer. Must be able to achieve and maintain OPOTA certification as Master Criminal Investigator and Master Evidence Technician. Must have a valid Ohio driver’s license, free of serious or frequent violations.

WORKING CONDITIONS

Must be able to work any shift as directed by the Captain of Special Operations. Must satisfactorily pass a medical exam, psychological exam and background investigation. May be required to spend extended periods of time sitting, standing or walking. May be exposed to weather conditions including: heat, cold, wind, rain, snow and ice. May be required to work extended hours based on situational and staffing needs. Duties may at times include bending, stooping, reaching and running. Duties may involve physical confrontation and exposure to dangerous situations. Will be required to drive a university vehicle while on the job.
