Org. Setting and Reporting
The United Nations Human Settlements Programme (UN-Habitat) is mandated by the UN General Assembly to promote socially and environmentally sustainable towns and cities. UN-Habitat is the focal point for all urbanization and human settlement matters within the UN system. UN-Habitat works with partners to build inclusive, safe, resilient and sustainable cities and communities. UN-Habitat promotes urbanization as a positive transformative force for people and communities, reducing inequality, discrimination and poverty. This post is located in the UN-Habitat New York Office. Under direct supervision of the Director of UN-Habitat New York Office, the incumbent will be responsible for the following duties:
Responsibilities
- Represent UN-Habitat and provide substantive support to the intergovernmental and United Nations Secretariat bodies, such as the General Assembly and its Committees, the Committee for Programme and Coordination, the Advisory Committee on Administrative and Budgetary Questions, the Economic and Social Council and Functional Commissions. Collaborate with UN systems organizations on policy and programme coordination including policy coherence, institutional arrangements and programme implementation at the country level, through participation in inter-agency meetings, including meetings of the United Nations Development Group and its various support and working groups and the Executive Committee on Social and Economic Affairs.
- Interact regularly with staff at UN-Habitat Headquarters on substantive matters such as the strategic framework and programme budget of UN-Habitat, provide policy advice and substantive inputs within area of competence, and prepare as required, in coordination with substantive Headquarters’ units, briefing materials, reports and issue papers. Monitor policy, operational and organizational developments and initiatives taking place at UN-Headquarters and bring such developments to the attention of the Director and UN-Habitat headquarters. Ensure other substantive, administrative and logistic support to the work of UN-Habitat.
- Develop and maintain close working relationships with the United Nations Secretariat and other UN agencies, funds and programmes based in New York, with national delegations to the United Nations, with international and regional organizations based in New York, as well as with Habitat Agenda partners, including non-governmental organizations on matters related to the work of UN-Habitat. Represent UN-Habitat in non-governmental (NGO) and civil society organizations (CSO) fora. Identify and develop new opportunities and strategies for UN-Habitat’s outreach to and partnerships with the civil society and the international community in New York.
- Contribute to the promotion of shelter and sustainable human settlements development and the relevant Sustainable Development Goals, especially 11, through the organization of special events, exhibits, briefings, panel discussions and the annual celebration of World Habitat Day, World Cities Day, International Day of Zero Waste and World Cleanup Day. Provide information and briefings as required on UN-Habitat normative and operational activities to Permanent Missions, the public, universities, media and research centers.
- Assist the Director in the management of the human and financial resources; serve as Officer-In -Charge in his/her absence; and carry out administrative tasks necessary for the functioning of the Office.
- Leads team members efforts to collect and analyze data and provides insight to identify trends or patterns for data-driven planning, decision-making, presentation and reporting. Ensures that everyone can discover, access, integrate and share the data they need.
- Perform other related duties as required.

Education
- Advanced university degree (Master’s degree or equivalent) in business or public administration, international relations and development, political and social sciences, human settlements or related area is required. A first-level university degree in combination with two (2) additional years of qualifying work experience may be accepted in lieu of the advanced university degree. Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is desirable.
Work Experience
- A minimum of ten (10) years of progressively responsible experience in governance affairs, external relations or protocol in a governmental or international organization, including planning, organizing meeting and dealing with officials is required.
- Experience in political analysis and diplomacy, or related field, at the international level is required.
- Experience in follow-up and implementation of resolutions from high-level governing bodies is desirable.
- Experience in managing complex crises, involving a wide array of national and international stakeholders is desirable.
- Experience in devising political strategies for officials is desirable.
- Experience in data analytics or related area is desirable.
- Professional experience in economic and social development relevant to human settlements development is required.
Languages
- English and French are the working knowledge of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of another United Nations official language is desirable. NOTE: ”Fluency” equals a rating of ”fluent” in all four areas (read, write, speak, understand) and ”Knowledge of” equals a rating of ”confident” in two of the four areas.
