Delegate, Migration Programme

The role of the IFRC Country Cluster Delegation in Dakar is to ensure that IFRC Secretariat services are provided efficiently to the member National Societies of Senegal, Mauritania, Cape Verde, and The Gambia. This includes membership services, diplomacy and advocacy, coordination and support to emergency response and long-term programming.

Addressing the humanitarian needs of migrants and displaced people—people on the move—is part of this mandate and one of five global strategic priorities for the IFRC, as reflected in Strategy 2030. The IFRC has a long-standing commitment and experience in providing humanitarian assistance and protection to people in need, including during crises that involve population movements both within countries and across borders. IFRC’s approach to supporting people on the move prioritizes the most in need and the most vulnerable, regardless of who they are, what they believe in, or their status under legal and policy categories. This is aligned with IFRC’s fundamental principles of humanity, impartiality, neutrality, and independence.

IFRC is seeking to strengthen its migration and displacement programs in the Sahel region, particularly in Senegal and Mauritania. This position involves collaboration with National Red Cross Societies, the European Union, governments, and other stakeholders to ensure the dignity, security, and well-being of migrants and displaced persons. This position will support the design and implantation of a comprehensive operational framework aligned with IFRC’s strategic objectives and available funding.

Reporting to the IFRC Head of Delegation, and with a technical line to the Regional Migration and Displacement Coordinator, the Migration Programme Delegate will be responsible for overseeing, coordinating, and ensuring the effective implementation of the European Union (EU) programme and the Partenariat Opérationnel Conjoint (POC) programme in Mauritania and Senegal. The Delegate will play a critical role in strengthening programmatic coherence, fostering partnerships, and aligning activities with IFRC’s humanitarian principles, strategies, and policies.

In this capacity, the Delegate will:

  • Provide strategic leadership in managing the EU and POC programs, ensuring their successful implementation in line with IFRC’s Route-Based Programme and regional emergency operations.
  • Enhance coordination efforts by working closely with the EU, POC, National Societies of Senegal and Mauritania, humanitarian organizations, and institutional actors to facilitate effective collaboration and information sharing.
  • Offer technical support and capacity building to National Societies, strengthening their ability to respond to migration and displacement challenges effectively.
  • Lead monitoring, evaluation, and reporting processes to ensure accountability, impact assessment, and continuous improvement of program interventions.
  • Advocate for resource mobilization by engaging donors, partners, and key stakeholders to secure funding and sustain program activities.
  • Promote cross-border cooperation and interagency collaboration, ensuring that migration and displacement responses are well-coordinated, sustainable, and impactful.

Furthermore, the Delegate will play a key role in reinforcing IFRC’s regional migration strategy, ensuring that interventions address emerging humanitarian needs while contributing to humanitarian assistance, resilience and protection for migrants and displaced populations. By strengthening IFRC’s collective capacity and fostering a network-driven approach, the Migration Program Delegate will help advance sustainable solutions to migration and displacement challenges in Senegal and Mauritania.

Experience

  • 5 years of experience working on migration and displacement issues
  • Good knowledge and relevant work experience in the regional context
  • Experience coordinating projects or activities on migration and displacement
  • Experience in project management cycle (proposal writing, log frames, financial management, monitoring, reporting, evaluation)
  • Experience of working for the Red Cross/Red Crescent

Education Requirements

  • Relevant university degree in political or social sciences, international law, international relations, human rights or equivalent
  • Advanced (master’s level) degree in political or social sciences, international law, international relations, human rights or equivalent is preferred
