PATH is seeking a Data System and Digitalization Advisor for a five-year U.S. CDC Enhance Population Access to Comprehensive HIV/AIDS Services to Achieve HIV/AIDS Epidemic Control in the Democratic Republic of the Congo (DRC), Specifically in Haut-Katanga Province under the President’s Emergency Plan for AIDS Relief (PEPFAR). The CDC-funded project will work with the GDRC to deliver high quality, accessible HIV/AIDS services in focus health zones of Haut Katanga province to achieve HIV epidemic control. The project will scale up HIV/AIDS services, including prevention and HIV pre-exposure prophylaxis; testing services; enrollment in care and support services for HIV-positive clients; treatment of HIV-positive clients; and continuous engagement of clients on treatment and management of advanced HIV disease. The program will also support activities to strengthen the capacity of local sub-recipients; support the integration of HIV/tuberculosis services, family planning services, screening, and management of co-occurring conditions, including other opportunistic infections, and noncommunicable diseases; as well as provide direct, comprehensive services for orphans and young children.

Under the MEL Director supervision, the Data System and Digitalization Advisor will oversee data system development, implementation, and continual assessment of national policy and pilot of Electronic Medical Records (EMR) systems for the CDC Ushindi Project. This role will ensure the effective use of digital tools to enhance data quality, reporting, and decision-making processes, contributing to the project’s goals of improving HIV/AIDS services and achieving epidemic control.

Responsibilities:

Digital Transformation Leadership

  • Contribute to development of the Ushindi project database and project data collection and reporting tools, and manage administration of the database, once established.

  • Suggest improvements to project database and reporting templates to ensure alignment with project reporting requirements and enable better monitoring and analysis of project data.

  • Collaborate with PNLS to access TierNET metadata for possible interoperability with other data systems and contribute to trainings of staff from Ushindi facilities, health zones, and other partners on other project reporting data system, such as Tier.Net

  • Build data analysis tools (with Tableau, Power BI, dashboards and other cascades, …) to enable HZ/HF to measure their progress against objectives and identify technical areas requiring improvement.

  • Develop and drive the digital transformation strategy and roadmap for the CDC Ushindi Project.

  • Lead the implementation of digital health solutions, including EMR systems, DHIS2, and other data management tools.

  • Ensure alignment with national digital health agendas and PEPFAR/CDC requirements.

Interoperability and Integration

  • Ensure interoperability between existing data systems to facilitate seamless data exchange.

  • Manage the exportation of files from DHIS2 to DATIM, ensuring accurate and timely data reporting.

  • Measure that data reported by facilities, health zones, and other project partners to Ushindi is recorded in the project and other required databases, and are filed appropriately.

  • Oversee server management to ensure the reliability and security of digital health systems.

Capacity Building

  •  Provide technical assistance and capacity building to GDRC staff at national, provincial, and health zone levels.

  • Support development of manuals and guidelines for project M&E staff and partners on reporting data to the Ushindi database and other required databases (e.g. Tier.Net).

  • Develop and deliver training programs on digital tools, data management, and data-driven decision-making.

  • Support the M&E director in setting up a database to track training needs and progress.

Stakeholder Engagement

  • Collaborate with key stakeholders, including the Ministry of Health, PNLS, PNLT, and other partners, to ensure effective implementation and sustainability of digital health initiatives.

Innovation and Continuous Improvement

  • Identify and pilot innovative digital health solutions to address persistent data management challenges.

  •  Leverage digital capabilities to improve viral load coverage (VLC) and viral load suppression (VLS) among people living with HIV (PLHIV).

Required Skills and Experience:

  • Bachelor’s or Master’s degree in computer science, software engineering, Data Science, or a related field.

  • At least 5 years of experience in digital health, health system information management, or a related role.

  • Strong knowledge of EMR systems, DHIS2, and other health information systems.

  • Proven experience in leading digital transformation initiatives and managing data quality assurance processes.

  • Excellent communication and interpersonal skills, with the ability to work effectively with diverse stakeholders.

  • Proficiency in English and French; knowledge of local languages is an asset.

  • Electronic Medical Records (EMR) Systems such as Familiarity with systems like OpenMRS, Proficiency in using DHIS2 for health data management and reporting, DATIM) system.

  •  Data Visualization Tools like Tableau, Power BI, or similar for creating data dashboards and visualizations.

  •  Experience with SQL databases (e.g., MySQL, PostgreSQL).

  • Coding Skills: SQL, Python, JavaScript, R, HTML/CSS

  • Server Management, Interoperability Standards
