Data Quality Assessor

The United States Agency for International Development (USAID) in Egypt, working through the Learning Activity contractor Q2 Impact, is seeking to hire a consultant who should be able to carry out a Data Quality Assessment.

Background

The USAID/Egypt Mission has contracted Q2 Impact to implement the Learning Activity. This is a five-year activity that will provide monitoring, evaluation and learning (MEL) support services and build the capacity of USAID/Egypt and implementing partner staff. Specifically, the purpose of the Learning Activity is to provide performance management, monitoring, evaluation, assessments and research and learning support services and build capacity of USAID/Egypt to implement USAID’s Collaborating, Learning and Adapting (CLA) methodology to strengthen the implementation of USAID/Egypt’s Country Development Cooperation Strategy (CDCS) and enhance USAID’s organizational effectiveness.

The Learning Activity is recruiting Data Quality Assessment (DQA) team members that will join an anticipated DQA task expected to start in October 2024. This is a consultancy role that will involve an estimated 30 to 50 level of effort days from October 2024 to March 2025, when reporting is expected to be completed. Work is expected to be done in-person and remotely. This role is open to both local and international consultants.

Scope of work:

The DQA team members responsibilities will include:

• Contribute to desk review and the development of tools and data collection plan.
• Join data collection effort by way of leading or co-leading interviews, group discussions and questionnaire application, as appliable, and write up the corresponding notes.
• Join and contribute to analysis of the data collected and/or secondary data identified.
• Contribute to the development of the corresponding report as well and debriefs on key findings, conclusions and recommendations.
• Perform or contribute to other research tasks as assigned.
• Perform other related tasks assigned by the Learning Activity task lead or manager.

Qualifications Requirements:

• Bachelors’ Degree in a related field, with at least five years of professional related work experience OR Masters’ Degree in a related field and at three years professional related work experience.
• Experience with various M&E tasks; USAID DQA experience preferred.
• Experience with USAID Standard indicators.
• Experience working and/or consulting with international development programs required; experience working and/or consulting on USAID-related assignments preferred.
• Experience working in Egypt highly desired.
• Fluency in Arabic, both spoken and written, highly desired.
• Fluency in English, both spoken and written, required.
