Project: Greening Financial Systems Technical Assistance Programme (GFS TA)
The Greening Financial Systems Technical Assistance Programme (GFS TA) is an EIB flagship initiative focused in supporting regulators and financial intermediaries in creating an enabling environment to catalyse funding and integrating climate risk in the investment process. The GFS TA Programme is structured into two components, offering advisory and tailored support to amplify climate action to central banks, regulators, and financial intermediaries.
Component 1 focuses in supporting central banks and financial supervisors in addressing climate risk and green financing.
Component 2. Supporting financial institutions in scaling up green financing.
A transversal component is aimed at improving green finance capacities, fostering knowledge sharing among FIs, central banks and regulators, as well as raising awareness.
DAI is looking to recruitSenior Climate Risk Expert (forsub-assignments in UGANDA):
General professional experience:
- Extensive expertise in climate risk management, climate stress testing, ESG/climate finance, financial sector regulation, and banking supervision. Proven experience leading complex climate risk projects, coordinating stakeholders, and delivering strategic advice to financial regulators and institutions.
Expertise required
Qualifications & Skills
- Master’s degree in finance, economics, climate change, environmental economics, business administration, or a related field.
- Strong knowledge of climate risk management, including climate scenarios, stress testing, VaR, and related methodologies.
- Understanding of financial markets, commercial banking, credit analysis, ESG due diligence, and physical and transition climate risks.
- Familiarity with central bank regulations, financial sector reforms, and reporting/compliance requirements.
General experience
- Min 10years of experience in the financial/banking sectors, including climate, credit, and market risk management, ESG, climate finance, and reporting frameworks.
Specific Experience
- Hands-on experience supporting financial institutions in climate risk management and reporting.
- Proven track record in climate risk assessments, capacity building, institutional development, and climate finance.
- Experience with major frameworks and standards (e.g., EIB, TCFD, IFRS) and IFI methodologies. Experience with IFRS S2 reporting, GHG footprint calculation, climate transition plan, climate stress testing;
- Experience working with bilateral/multilateral programmes and knowledge of EU climate and finance policies.
Skills
- Excellent presentation, facilitation, report-writing, and stakeholder engagement skills.
- Proficiency in MS Office.
- Fluent written and spoken English
