JOB CONTEXT:
In Peru, Humanity & Inclusion is present since 2019, through the implementation of different projects: Inclusive Disaster Risk Management (BHA – 2020-2022), Protection Assistance to migrants and refugees (ECHO – 2020-2023), Inclusive preparedness, effective response (ECHO-2021-2022), Technical assistance in inclusion (WFP-2022) and Strengthening access to health services for the integration and protection of migrant, refugee and host population in vulnerable situations (GIZ 2023-2024).

HI is currently working with USAID funds (2024-2026) in Loreto in the gender and climate change sector, with PRM funds (2024-2026) in assistance to migrant population in Lima, Ica and Tacna with activities in mental health and psychosocial support and sexual and reproductive health and will soon start a new intervention in the region of Huanuco with population with disabilities, native communities and climate change.

HI in Peru is in the process of growth and currently has 2 offices, a central office in Lima, another for project management in Loreto (Iquitos) and soon a new office in Huanuco with the start of the new project. It is expected that by the end of 2024 the team will have 17 people.

 

YOUR MISSION:
Reporting to the Regional Director, the Country Manager contributes to the implementation of the mandate and 10-year strategy of Humanity & Inclusion in the country where s/he is based. S/he ensures optimal quality, and the impact of the projects implemented in the country by means of a delegation system with appropriate oversight mechanisms. With all the other HI managers, s/he shares responsibility for the sound management and effective functioning of the global organisation through paradigm changes. The country manager manages a team of project managers in his/her country.

Mission 1: Management, strategy and direction

·       Contribute to the development of the operational strategy of the program, as well as its implementation and annual monitoring in the country. 

·       Serving as Role Model and coach for your team, you contribute to organizational transformation. You communicate the organization’s strategy, encourage innovation, and facilitate inter-departmental collaboration. You also play a crucial role in organizing operational management, ensuring performance, and fostering staff development while upholding the organization’s code of conduct and policies.

Mission 2: Standards and expertise

·       Ensure deployment and compliance with HI global frameworks, institutional policies and standards.

Mission 3: Operational implementation

·       Ensure the sound management and monitoring of projects under his/her responsibility

·       Keeping both potential opportunities and risks in mind, contribute to the monitoring and analysis done by the line manager, and propose mitigation measures where relevant

·       Act as the legal representative for the whole of HI internally / externally and foster an excellent reputation and positive image of HI in the country.

·       Develop HI’s external influence (forums, operational and strategic alliances, etc) and the external representation of the organization (events, media) in the country.

·       Coordinate the teams in the country

·       Support the Program Director in monitoring security in the country and ensure adequate resources according to the context

Mission 4: Emergency Preparedness and Response

·       Lead the emergency preparedness actions in his/her department and, in the event of an emergency, reorganize the priorities of his/her team according to the humanitarian priority, to ensure a quick and efficient response by HI.

Requirements

  • You have at least 10 years of overall experience and at least 2 years as Country Manager, Operations Manager/Area Manager, TUM/THoP or Deputy Country Manager
  • You have proven experience in:

– managing emergency response programs, development and armed violence reduction actions

– risk management (safeguarding of beneficiaries, security, finance, donors etc.)

– objectives and contents of the transformation projects (simplification, leading change, management etc.)

  • Your practice a multi-cultural and mutli-sector team management and leadership on site and remotely; you have a capacity to analyse (geopolitics, environment, relations) and do an ethical positioning, to negotiate and represent an organization
  • You practice and promote autonomy, collaboration, initiative. You are capable of self-criticism, and you are resilient to stress and uncertainty
  • Languages: written and oral communication in Spanish, and English and/or French

  • 2 years International contract starting from 1st november 2024;

  • Salary from 2986€ gross/month upon experience;
  • Perdiem: 624,31€ net/month – paid in the field
  • Paid leaves: 25 days per year;
  • R&R: Level 1 (1 day per month)
  • Position:

open to couples:

    • Support travel costs (air ticket & visa) for accompanying dependent and health/ repatriation insurance if the dependent has no income;
    • Mission of more than 18 months: Payment of one yearly additional return flight; 

open to families: Family package:

    • a child allowance of 100€ per month, per child (from the second child) paid in the field;
    • Contribution to school registration fees for children over 3 years;
    • Family-wide health coverage;
    • Payment for travel costs (air ticket & visa) and transport of your personal effects;
  • Housing: Collective / Individual taken in charge by HI;
  • If you are resident in the country: local package.
