Position Summary:
 
The Contracts & Grants Accounting (CGA) Office has campus-wide responsibility for the administration of all federal and private contract and grant funding received by UC Irvine, which in fiscal year 2022 totaled over $500M. CGA is responsible for supporting the Irvine campus with fund setup, preparing financial reports, ongoing analysis and reconciliation, interpreting policy, collecting reimbursable expenditures through billing and cash draw down, and closing out contracts and grants. CGA manages and coordinates campus-wide audits of contracts and grants performed by Federal and other external auditors, and develops responses to audit findings and corrective actions necessary to resolve audit issues. CGA is also responsible for providing systems, policies, procedures, and training campus-wide to facilitate the management of approximately 3,400 contracts and grants across campus. CGA provides education and outreach to the campus and is deemed to be the campus expert in the area of post-award financial management.
 
Supervises support staff working on grants or contracts according to Federal, State, University of California, and Sponsor established policies, practices and UCI defined internal controls. Receives pre-determined work that are subject to a moderate level of control and review of the Director. Exercises judgment within defined procedures and policies to determine appropriate action. Identifies risks and responds accordingly. Provides priority setting and workflow analysis. Uses advanced contracts and grants concepts to manage high volume and high complexity transactions including, but not limited to, the following: reviewing and approving award setups and award closeouts; coordinating and managing the cash management operations, invoicing and letter of credit drawdowns; coordinating and managing the outstanding A/R collections process, cash undistributed account, financial reporting and overhead reconciliation; responsible for monthly review and approval of Short Term Investment Pool (STIP); coordination and management of deposits for contracts and grants, various reconciliations and collections, and file room maintenance.

Required:
 
5 or more years of accounting for contracts and grants and post-award financial management, or related experience
Bachelor’s degree in related area and / or equivalent experience / training.
Ability to perform highly complex financial analysis and customized reporting. Thorough knowledge of contracts and grants transactions and applicable financial systems, as well as related policy, accounting and regulatory compliance requirements. Demonstrated advanced knowledge of generally accepted accounting, fiscal and reporting principles. Demonstrated advanced competence in the use of spreadsheet and database software in financial analysis, fiscal management and financial reports. Proficiency in use of common desktop / web applications. Strong interpersonal skills, service orientation, ability to multi-task effectively in a varied, high volume environment, judgment and decision-making, reasoning, ability to develop original ideas to solve problems, and effective verbal and written communication skills. Ability to manage high volume and complex transactions, such as: federal cash draws of funds, billing for contracts and grants, ACH and checks reviews and transfers, overhead adjustments, budget allocations, application of STIP to contract and grant funds, KFS documents establishing new awards and accounts, and other as required. Demonstrated knowledge of and ability to interpret and apply sponsor, institutional and departmental policies. Knowledge of current compliance regulations in all areas of research administration.
 
Preferred:
 
Thorough knowledge of Federal Acquisition Regulation, Code of Federal Regulations, sponsor-specific policies application of indirect cost rates and other complex concepts in financial research administration. Thorough knowledge of Federal, State, University, and Sponsor policies and their interpretations.
 
Special Conditions Required:
 
Must be willing to work early mornings, evenings, and/or weekends as necessary. Must have a valid CA driver’s license and participate in DMV Pull notice program Completes the assigned training timely and attends training workshops to enhance current and future career development. Participates in general staff meetings, campus workshops, and conferences.
