Scope of Work: Last mile Device Monitoring App

Description
JSI Research & Training Institute, Inc. (JSI) is a public health management consulting and research organization dedicated to improving the health of individuals and communities throughout the world over the last forty years. The Country Health Information Systems and Data Use program (CHISU) is a five-year USAID funded cooperative agreement (2020-2025) focused on strengthening health information systems (HIS), enabling sharing of data between systems and its use, and supporting countries’ self-reliance by enhancing capacity for local leadership and engagement in every aspect of health data. The CHISU program strengthens country capacity, leadership, and self-reliance to manage and use high-quality health information systems to improve evidence-based decision-making.
CHISU is looking to hire a competent consultant to support the development and implementation of the Last Mile Device Monitoring (LMDM) module to enhance the tracking, management, and functionality of mobile devices used by Community Health Promoters (CHPs) nationwide. This will involve leveraging the existing Community Health Toolkit (CHT) infrastructure, ensuring seamless integration, and providing real-time data to inform decision-making.
Objectives
- To assess the current CHT architecture and provide a technology approach capable of meeting the aim of this consultancy.
- To implement a Last Mile Device Monitoring app to retrieve data from the eCHIS and transmit the data to a management portal.
- Document lessons on effective device monitoring and management.
Deliverables
- Develop a Last Mile Device Monitoring app (eCHIS companion app) that extracts and shares the device status/metrics like but not limited to:
- Implement an automatic User registration on device
- Battery Status (percentage, health)
- Storage (capacity, available)
- Memory usage
- Network (current networks e.g. Wi-Fi, cellular, offline, signal strength, data usage)
- Application Performance (CPU usage, response time, latency, app version)
- Data Synchronization Status (last synchronization time, time taken to sync, data amount used, no of records synced, pending records, ping/latency)
- Device Location (coordinates, accuracy, timestamp)
- Device Health (uptime, temperature, error logs, crashes)
- User Activity (active users, login/logout times, duration of use)
- Device Identity (IMEI, MAC address, Android version, build number)
- Implementation Report: Document the implementation process, including lessons learned and recommendations.
Timeline (36 days between October – December 2024)
- Stakeholder Engagement & Requirement Specification document: 3 days
- App Development & Software Requirement Specification document: 25 days
- Testing, Pilot and User Acceptance Testing document: 5 days
- Training, Support, and Implementation report: 3 days
Location – Nairobi
Qualifications
- At least a minimum degree in the following disciplines: Information technology, Computer science, mathematics, electrical engineering, etc.
- Extensive experience in implementing health information systems, particularly eCHIS and CHT.
- Proficiency in mobile device management and monitoring tools.
- Strong background in software development and system integration.
- Experience working with public health stakeholders and government entities.
- Excellent communication and training skills.
