Purpose of the Consultancy

FHN seeks a consultant to lead research that redefines risk from a feminist perspective, centering the experiences of WROs and feminist movements. The research will:

  • Examine and document current risk frameworks in humanitarian and development funding.

  • Redefine risk in a way that promotes equitable aid distribution and challenges exclusionary donor practices.

  • Provide actionable recommendations for donors, policymakers, and humanitarian agencies to shift power to WROs.

    Scope of Work

The consultant will:

  1. Conduct a Literature Review
    • Analyze existing risk frameworks in humanitarian and development sectors.
    • Identify gaps and limitations in current donor approaches to risk.
    • Examine how risk is defined by donors beyond financial considerations (e.g., security, legal, operational, reputational risks).
  2. Facilitate Participatory Research
    • Conduct key informant interviews with FHN members, WROs, and key humanitarian actors.
    • Organize focus groups with WROs, including an in-person session at the FHN Members’ Meeting (May/June 2025).
    • Ensure intersectional perspectives, capturing the experiences of diverse feminist actors, including marginalized racial, ethnic, and disability communities.
  3. Develop a Research Report & Advocacy Strategy
    • Synthesize findings into a feminist analysis of risk.
    • Draft a report with recommendations for donors, humanitarian agencies, and policymakers.
    • Ensure accessibility by having the report translated into Arabic, French, and Spanish (costs to be included in consultancy fees. Coordination to be supported by FHN Comms Lead).
  4. Disseminate Findings & Support Advocacy
    • Engage stakeholders to foster policy change and adoption of feminist risk frameworks.
    • Share insights with FHN members, WROs, and international allies to promote feminist-driven risk management
