CONSULTANT FOR COMPREHENSIVE CHILD PROTECTION ASSESSMENT

Future Resilience and Development Foundation (FRAD Foundation) is a registered Non-profit organization with the corporate affairs commission (CAC) with CAC No CAC/IT/NO/139393 in 2019 in accordance with the Nigerian Law with office address at House No 348 Jamaina Road Pompomari by-pass, Maiduguri, Borno State. Our organization has grown over the years through our work with partners in the Nigeria providing humanitarian and development response. Today we have an experienced workforce and network of field staff and field researchers and data collectors working in Yobe, Borno and Adamawa states in Northeastern and Zamfara in Northwestern Nigeria

Future Resilience and Development Foundation (FRAD Foundation), in partnership with the Child Protection Area of Responsibility (CP AoR) Sub-sector, seeks the services of a qualified consultant to conduct a comprehensive child protection assessment in flood-affected areas of MMC and Jere LGAs, Borno State.

The 2025 floods have increased the vulnerability of children and caregivers, leading to heightened protection risks including displacement, family separation, and limited access to critical services. This assessment aims to provide evidence-based insights that will shape humanitarian response efforts.

Rationale

The humanitarian landscape in MMC and Jere has been significantly impacted by flooding incidents, exacerbating the vulnerabilities of Internally Displaced Persons (IDPs) and host communities. A comprehensive assessment is required to understand the full extent of needs and inform response strategies effectively. This assessment will be conducted jointly with partners, utilizing a mixed-methodology approach to ensure a thorough understanding of needs, vulnerabilities, and response capacities

Flooding in MMC and Jere has had severe consequences on children, including displacement, increased exposure to violence, and disruption of essential services such as education, healthcare, and social protection. Given the heightened risks faced by children, a joint child protection assessment is required to gather evidence and inform an appropriate humanitarian response.

OBJECTIVES OF THE ASSESSMENT

The primary objective of this assessment is to evaluate the impact of flooding on children and their caregivers and inform a strategic child protection response while the overall objective is to lead and coordinate a comprehensive child protection needs assessment focusing on children and caregivers affected by recent flooding. Specific objectives include:

  • Identifying immediate and long-term child protection needs, including risks of violence, exploitation, abuse, and neglect.
  • Assessing the status of family separation, unaccompanied and separated children (UASC), and alternative care arrangements.
  • Evaluating access to essential child protection services, including psychosocial support, case management, and legal assistance.
  • Mapping available services and community-based child protection mechanisms.
  • Providing data-driven recommendations for child protection programming and advocacy.
  • To determine the scale of humanitarian needs and protection risks affecting IDPs and flood-affected populations in MMC and Jere.
  • To assess the impact of flooding on livelihoods, shelter, health, education, and WASH services.
  • To identify existing response capacities and gaps in service provision.
  • To provide evidence-based recommendations for programmatic interventions and policy advocacy.

KEY RESPONSIBILITIES AND DELIVERABLES

The consultant will be expected to:

Develop the Assessment ToR

  • Work in collaboration with the CP AoR and partners to finalize a joint assessment framework.

Adapt and Contextualize Tools

  • Review and tailor existing Child Protection in Emergencies (CPiE) assessment tools to fit the flood context in MMC and Jere.

Develop Work Plan

  • Provide a comprehensive assessment work plan including timelines, team responsibilities, and data quality assurance measures.

Train Partners and Enumerators

  • Design and deliver a training session for implementing partners and enumerators on ethical data collection, protection principles, and tool use.

Supervise and Support Data Collection

  • Provide technical oversight during fieldwork to ensure high-quality, ethical data collection.

Data Analysis and Reporting

  • Lead the analysis of collected data using both quantitative and qualitative methods.
  • Draft and finalize a comprehensive Child Protection Assessment Report with actionable recommendations.

Facilitate Validation Workshop

  • Organize and moderate a stakeholder workshop to validate findings and agree on key recommendations.

SCOPE OF THE ASSESSMENT

Geographic Scope
The assessment will cover flood-affected areas in MMC and Jere, prioritizing communities with high numbers of displaced children and families.

  • The assessment will cover key thematic areas, including protection, livelihoods, health, education, shelter, and WASH, with a specific focus on IDPs and flood-affected communities.
  • It will target affected populations, including IDPs, host communities, and vulnerable groups.
  • Data collection will be conducted in selected locations across MMC and Jere, ensuring a representative sample of the affected population.

METHODOLOGY

The assessment will adopt a mixed-method approach, incorporating both qualitative and quantitative data collection methods:

  • Key Informant Interviews (KII): Discussions with child protection actors, social workers, community leaders, teachers, and caregivers.
  • Household Surveys: Randomized surveys to gather quantitative data on child protection risks and access to services.
  • Focus Group Discussions (FGD): Sessions with children, adolescents, and caregivers to understand protection concerns and coping mechanisms.
  • Direct Observations: Field visits to assess child-friendly spaces, temporary shelters, and other relevant facilities.

Implementation Structure

  • Lead Agency: The assessment will be coordinated by a designated lead agency in collaboration with partners.
  • Technical Working Group: A multi-agency technical team will oversee tool development, training, and analysis.
  • Field Teams: Data collectors will be trained on ethical considerations, protection principles, and data quality.

VALIDATION WORKSHOP

To validate the findings of the joint child protection assessment by engaging key stakeholders, ensuring data accuracy, relevance, and actionable recommendations.

Ethical Considerations

  • Informed consent and assent will be obtained from all participants, ensuring children’s voices are included safely.
  • Data confidentiality will be maintained in accordance with child protection standards.
  • Assessment teams will adhere to humanitarian principles, Do No Harm policies, and the Best Interests of the Child approach.

SURVEY FRAME

The Assessment Survey Frame outlines a systematic approach to ensure accurate and representative data collection. Key components include:

  1. Target Population:
    • Primary: Women, Men, Boys and girls, aged 15-59, focusing on those affected by flooding in selected LGAs.
    • Secondary: Community leaders, youth leaders JTF leader and local authorities involved in safety and protection.
  2. Sampling Methodology:
    • Technique: systematic random sampling to cover diverse groups, Women, Men, Boys and girls, various age categories, and different community settings (urban, rural, IDP).
  3. Sampling Frame:
    • Constructed using the latest population data, listing households and communities in each LGA. Households with Women, Men, Boys and girls are specifically included for representation.

DATA PROTECTION AND ETHICS

The assessment will adhere to strict ethical standards, ensuring confidentiality, informed consent, and sensitivity towards participants’ experiences, especially those related to GBV. Key measures include:

  1. Informed Consent: All participants will receive information about the audit’s purpose, and consent will be obtained before participation.
  2. Confidentiality: Data will be anonymized, and personal identifiers will not be collected unless necessary. FGDs and KIIs will be conducted privately to ensure participant safety.
  3. Referral Pathways: Enumerators will be equipped with information about available GBV services to support participants who may need assistance during or after the audit.
  4. Cultural Sensitivity and Inclusivity: Data collection will be conducted in a culturally sensitive manner, respecting local norms and practices. Female data collectors will be engaged for FGDs and KIIs with women and girls, and facilitators will be available for participants with disabilities to ensure inclusivity.

EXPECTED OUTCOMES

  • Child Protection Assessment Report detailing key findings, risks, vulnerabilities, and recommendations.
  • Presentation of findings to child protection stakeholders and humanitarian actors.
  • Data set for child protection partners to inform programming and advocacy
  • Data-driven insights to inform humanitarian response strategies.
  • Strengthened coordination among partners for effective intervention planning.
