1 A desk review is conducted, and an outline of the university module is developed. 2 A minimum of 10 researchers / academics for the validation meeting (peer-review process) is identified. 3 Once the outline is approved, a draft module which includes the elements outlined in the annex is developed. 4 The draft module is presented, peer review sessions are led in the validation meeting; and written input to one of the other modules is provided. 5 The module is revised, finalized and submitted, in accordance with feedback received from both external peer reviewers engaged by UNODC (validation meeting) as well as from UNODC.Work LocationHome-based, with travel to Vienna in June 2024Expected durationFrom 22 April to 31 July 2024Duties and ResponsibilitiesBackground of the assignment: The United Nations Office on Drugs and Crime (UNODC) is the guardian of the United Nations Convention against Corruption (UNCAC), the only legally binding universal anti-corruption instrument. The Convention’s far-reaching approach and the mandatory character of many of its provisions makes it a unique tool for developing a comprehensive response to a global problem. UNODC possesses extensive experience and in-depth substantive expertise, delivering and adapting technical assistance to Member States upon request and working with a variety of national, regional and international stakeholders. In line with article 13 of UNCAC, UNODC is promoting and supporting anti-corruption education around the world. UNODC’s Gobal Resource for Anti-Corruption Education and Youth Empowerment (GRACE) initiative promotes the role of education and youth empowerment in preventing and countering corruption. The GRACE initiative, building on and continuing the successful experience of UNODC in the area of education, brings to the international community knowledge and experience working with educators, academics, youth, and anti-corruption authorities to foster a culture of rejection of corruption. The initiative aims to support youth become the integrity leaders of tomorrow by equipping them with skills and mindsets required to promote transparency, accountability and integrity within their communities. At the university level, GRACE aims to facilitate and promote teaching and research on issues related to corruption, ethics and integrity. As part of these efforts, UNODC is developing a new university module on “Global, regional and national responses to preventing and fighting corruption” complementing the existing University Module Series on Anti-Corruption. In this context, UNODC is seeking a consultant who will support the development of this new module and who will ensure that the module he or she is developing, is consistent with the overall framework of the GRACE university modules and will work in coordination with other GRACE consultants, if necessary. Purpose of the assignment: Under the overall supervision of the Chief, Thematic Support Section, Corruption and Economic Crime Branch, the direct supervision of the Crime Prevention and Criminal Justice Officer leading the GRACE initiative and in coordination with UNODC staff in Vienna and the field, as well as relevant stakeholders as necessary, the consultant will perform the tasks listed below. a. Conduct a desk review – using open source and scientific literature – and produce an outline of a module on global, regional and national responses to preventing and fighting corruption. b. Upon approval of the outline by UNODC, produce a draft module. The draft module will cover approximately 12 notional hours of learning (roughly six hours of preparation time, three hours of class attendance, and three hours of assessment/assignments), but will be extendable into a longer module. The structure of the draft module and other relevant requirements are outlined in the Annex. c. Identify a minimum of 10 researcher/academics from various regions (geographically balanced) for the validation meeting (peer-review process). d. Present the draft module, lead peer review sessions in the validation meeting and provide written input to one of the other modules. e. Qualifications/special skills
  • An advanced university degree (Master’s degree or equivalent) in legal studies, business, management, education, social science or humanities or other relevant fields is required. A first level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. A PhD is desirable. • At least 10 years of progressively responsible experience in the field of research and teaching on topics related to corruption is required; • Extensive knowledge of educational standards and academic teaching methods is required; • Capacity to work independently and with minimal supervision is required; • Excellent verbal and written communication skills are required;

LanguagesEnglish and French are the working languages of the United Nations Secretariat. For this post, fluency in oral and written English is required.
