Takaful Al Sham (TAS) has been responding to the Syrian crisis since 2012 and to the Refugee Response in Turkiye since 2013. TAS works in Education, Early Recovery, Food Security, Livelihood & Empowerment, WASH, Protection, Shelter, CCCM, and Emergency Response, where TAS has implemented successfully more than 130 projects in Direct partnership with Institutional donors, UN Agencies, and INGOs such as; BHA, SCHF, UNICEF, WFP, UNDP, IOM, CARE, GOAL, Save the Children, Global Communities, World Vision, DRC, WHH, Archenova, Chemonics. Role Purpose:

Under the supervision and guidance of the Head of Internal Audit, the Compliance Assistant is responsible for reviewing and assessing internal controls and practices and related Takaful Al-Sham (TAS) procedures. The Compliance Officer will evaluate and examine policies, procedures, and systems in place and perform tests to assess adequacy and compliance with TAS policies and procedures. These assessments provide management with an independent, objective assurance and consulting activity to add value and improve International TAS’s operations.



  • Independent from all other TAKAFUL AL-SHAM Departments
  • Works directly with the other departments: Finance, Human Resources, and Logistics.


  1. Enhance Internal Controls: Ensure the effective implementation of TAS procedures and policies in the countries of operation to strengthen internal controllability.
  2. Facilitate External Audits: Coordinate the preparation for and follow-up on external audits and due diligence activities conducted at headquarters or in the field.
  3. Support Internal Spot-Checks: Provide the necessary assistance in conducting internal spot-checks to verify compliance with established procedures and policies.


Under the supervision of the Head of Internal Audit, the Compliance Assistant shall:

1. Assist in evaluating TAS management’s commitment to donor contract/agreement compliance and its impact on Brooke’s policies and procedures.

2. Assist in conducting financial, regulatory, and operational audits/reviews, focusing on compliance with TAS policies and procedures to ensure economic and working accuracy.

3. Support reviewing tenders and sealed envelope offers (procurement above $5,000) during the bid opening process and before finalizing contracts with winning bidders. Also, ensure compliance before processing payments.

4. Aid in monitoring project plans, ensuring the quality of reports, and compliance with donor requirements.

5. Assist in reviewing the recruitment process after candidate selection, ensuring compliance with established procedures before sending offers and contracts to potential employees.

6. Identify and assess risks associated with critical organizational activities and processes to inform audit priorities.

7. Participate in value-for-money audits to assess the efficient use of resources.

8. Contribute recommendations for improving economy, effectiveness, and efficiency in resource utilization.

9. Collaborate in making recommendations for enhancing systems, processes, operations, and procedures and follow up on agreed actions with management.

10. Prepare periodic reports to the Head of Internal Audit, highlighting significant risks and areas of concern.

11. Prepare reports for special assignments assigned by the Head of Internal Audit for investigation purposes.

12. Compile timely quarterly internal reports summarizing completed work, findings, and relevant recommendations.

13. Perform other duties as assigned, as needed.


Qualifications for the Position of Compliance Assistant:

  1. Bachelor’s degree in a relevant field: A bachelor’s degree in a field related to Economics, Auditing, or similar discipline is preferred.
  2. Minimum of one (1) year of relevant experience: At least two years of experience in compliance, risk management, internal control, or similar operational roles.
  3. Familiarity with auditing standards: Knowledge of auditing standards, such as International Auditing Standards (IAS) or other internationally recognized standards, is a plus.
  4. Proficiency in Data Analytics Tools: Demonstrated ability to utilize data analytics tools effectively for compliance and auditing purposes.
  5. Analytical and reporting skills: Ability to collect, analyze, and assess information, identify issues, draw sound conclusions, and prepare clear and concise written and verbal reports.
  6. Effective communication and interpersonal skills: Establish and maintain productive working relationships with colleagues and stakeholders.
  7. Computer Skills: Excellent computer skills.
  8. Attributes: Detail-oriented, trustworthy, and reliable.
  9. Language: Good command of written and spoken English.
