Position Overview

The Kansas Law Enforcement Training Center (KLETC), a unit of the University of Kansas (KU), is located near Hutchinson, Kansas.  KLETC consists of 173 acres with fifteen buildings including two student dormitories.

KLETC serves as the central agency for all law enforcement training in the State of Kansas.  KLETC manages an $8.1 million annual budget, 74 authorized staff (augmented by more than 400 contract/adjunct staff annually), and trains nearly 14,000 students annually in residential, online, and outreach programs. KLETC serves 437 recognized law enforcement and police agencies in Kansas, providing basic training and continuing education programs throughout each fiscal year. 

Reporting to the Executive Director, the Center for Public Safety Leadership (CPSL) brings the resources of KLETC and KU together to develop law enforcement training, education, and assessments, with a regional – or even national – scope.  Under a $2M federal grant, the newly created CPSL will establish the infrastructure necessary to eventually operate in a self-supporting business environment.

The marketing strategist is responsible for creating and managing both short and long-term marketing plans for KLETC, including the newly established CPSL. The marketing strategist brings creative vision to marketing plans, strategically suggests tactics in a variety of media, and works closely with the Executive Director to produce high-quality work that meets strategic objectives and highlights the KLETC mission.

Job Description

40% Content Development and Communication

  • Create materials and ideas to enhance strategic plan from idea to execution.
  • Develop content and media for dissemination via news releases, social media, websites, and other distribution.
  • Ensure that key messages align with the Executive Director’s strategic plan.
  • Serve as KLETC’s liaison to KU marketing, Jayhawk Global marketing, and media.
  • Build and manage KLETC’s social media profile and presence.
  • Build long-term relationships with media influencers.
  • Assists in the development of presentations to stakeholders, including legislative committees and commissions.

30% Marketing Management

  • Identify target audiences and develop marketing plans with specific objectives across different channels and segments.
  • Identify effectiveness and impact of current marketing initiatives with tracking and analysis, and optimize accordingly.
  • Maintains knowledge of trends and developments in the market and makes recommendations to the Executive Director.
  • Increases brand awareness and market share at both a local and national level.
  • Present ideas and final deliverables to Executive Director about marking programs and strategies.

20% Strategic Planning

  • Write, present, and manage the execution of KLETC marketing plans.
  • Lead the development of key strategic documents -project plans, strategic briefs, etc. – with key stakeholders and teammates.
  • Work closely with the Executive Director to develop measurable objectives and evaluate projects against those standards.
  • Develop key insights about KLETC’s various target audiences; conduct market research as needed.

10% Other duties as assigned

Required Qualifications

  • A bachelor’s degree from an accredited institution in journalism, advertising, graphic design, communications, or relevant field.
  • A least 3 years of related experience.
  • Excellent written communication skills as evident in application materials.
  • Preferred Qualifications

  • Experience with customer relationship management principles and tools.
  • Experience developing successful creative campaigns.
  • Experience in developing brand strategy or campaign plans.
  • Experience working with teams on large-scale, long-term projects.
  • Prioritization skills to establish and manage critical deadlines for self and team.
  • Excellent presentation skills.
  • Self-motivated with strong attention to detail and the desire to contribute to issue-identification and problem-solving.
  • Able to respond to direction and adapt to frequent changes in project tactics, creative strategy, and/or deadlines.
  • Technically proficient in graphic design, to include experience with graphic design software.
  • Experience with website design and management.
  • Experience in videography and video editing.
