The Communication and Portfolio Reporting Officer position is situated in the Development Cooperation Support Unit (DCSU) within the Department of Multilateral Partnerships and Development Cooperation (PARTNERSHIPS).  PARTNERSHIPS leads, coordinates and promotes the ILO’s involvement in the UN system and cooperation with other multilateral organizations. In doing so, it cooperates with the ILO Offices in New York, Washington and in other locations hosting international organizations. PARTNERSHIPS also establishes and develops strategic partnerships in close interaction with other clusters and the regions. It is responsible for developing the ILO’s strategy for development cooperation and it leads consultations and negotiations with development cooperation partners. It is responsible for mobilization of voluntary contributions for the ILO’s programme as well as for coordinating development and financial reporting to funding partners. Finally, it facilitates, in close collaboration with other portfolios, the streamlining of work processes and procedures for enhanced partnerships and development cooperation.

DCSU deals with development cooperation (DC) policies, ensures quality assurance of proposals for ILO’s development cooperation programmes and projects, provides project development design support, delivers staff development on project cycle management and DC, develops statistical data on ILO’s DC portfolio, and facilitates internal and external communication as well as knowledge sharing in ILO’s development cooperation. Many of these areas are supported by online platforms (e.g. SharePoint), websites or dashboards.   

The main role of the position is to assist with the review and creation of communication materials, support knowledge management and training activities and contribute to data and dashboard management.

Under the overall supervision of the Director of PARTNERSHIPS, the Communication and Portfolio Reporting Officer will report to the Head of DCSU.

Specific Duties:

  • Analyse and participate in content reviews of communication products (e.g. press releases, fact sheets, brochures, think pieces, result reports, infographics and multi-media materials) related to ILO development cooperation, for the elaboration and implementation of the PARTNERSHIPS communication strategy.
  • Organize, prepare, and update content for both the PARTNERSHIPS public website and its intranet.
  • Assist in the PARTNERSHIPS knowledge management and sharing as well as in training activities for ILO staff, including through its online Community of Practice, Learning Journey platforms, Development Cooperation Management application and the organization of events and meetings, including online.
  • Support PARTNERSHIPS’ contribution to the Office data transparency work, in particular in its preparation, analysis and publication of financial and results data for monitoring and reporting on the ILO development cooperation portfolio in response to institutional requirements and ad-hoc demands 
  • Act as focal point for the ILO development cooperation dashboard by providing user assistance and support.  Collaborate with other ILO departments to maintain connections with other dashboards.  Gather user feedback to assist with continuous improvements.
  • Assist in preparing analytical briefings and information notes for management on issues related to resource mobilization and partnerships, programme and project development, implementation.
  • Perform other relevant duties as assigned.

These specific duties are aligned with the relevant ILO generic job description, which includes the following generic duties:

Generic Duties:

  • Research and develop materials for specific information topics and/or outputs such as audio/video productions. Collect and compile information for dissemination.
  • Draft news releases, correspondence or other information publications, and assist with the distribution of information materials.
  • Prepare briefing materials for senior communication and public information specialists prior to their appearance at interviews, conferences and briefings. Participate in the organization of seminars, conferences and meetings.
  • Maintain lines of communication and working relationships with representatives of the media, NGOs and/or other groups to develop an understanding of information requirements.
  • Edit, write or rewrite articles, newsletters or other information materials as required.
  • Assist with the production of audio/video projects by conducting research, acquiring copyright and other clearances, and arranging for editing and audio mixing. Participate in the development and maintenance of web-sites. 

Required Qualifications:

Education:

  • First level university degree in communications, economics, social science, international studies or another relevant field.

Experience:

  • At least three years of professional experience in public information and portfolio administration.

Languages:

  • Excellent command of English and a working knowledge of another working language (French or Spanish) of the Organization. Knowledge of a third working language of the Organization would be an advantage.
