The University of Nevada, Las Vegas invites applications for the position of Chemical Hygiene and Biological Safety Officer, Administrative Services [R0133564].
ROLE of the POSITION
This position reports to the Environmental Management and Laboratory Safety (EMLS) Manager, and is responsible for the Chemical Hygiene Programs and Biological Safety programs including but not limited to the management of biological and chemical materials in laboratories and clinics, development and implementation of policies and procedures, and working with appropriate safety committees. This position is responsible for these programs on the UNLV campus and all remote campuses and research parks administered by UNLV including but not limited to the Shadow Lane Campus (SLC) and the Nevada State College (NSC) campus. The person in this position is responsible for interpretation of regulations and inspections of laboratories and other applicable work areas to determine state of compliance. This person will also possess comprehensive knowledge of asbestos regulations relative to Nevada Administrative Code (NAC), Nevada Revised Statutes (NRS), Occupational Safety and Health Administration (OSHA), and Environmental Protection Agency (EPA) to oversee the Asbestos Management Program.
The individual in this position is under general direction of the EMLS Manager and is responsible for:

Performing a wide variety of technical office and field support in managing hazardous materials and hazardous waste generated by UNLV. The responsibilities include managing the universal waste sites at UNLV, SLC, and NSC and the hazardous waste 180-day storage area centrally located at the UNLV main campus.

Provides technical support to campus laboratory operations through the performance of laboratory inspections, the preparation and completion of inspection reports, and analyses/corrective actions for problems encountered.

Provides other support, including emergency response, hazardous material shipping, biological safety, backup safety committee attendance, and the resolution of other hazardous material, chemical, and waste issues on campus.

Indirectly supervises and trains staff of other departments in regards to the processing of waste. For example: the individual in this position will teach the students and other staff members in other departments such as Chemistry and whoever is responsible for generating hazardous chemical and biological waste on how to separate and contain the waste

Trains Facilities personnel in processing universal waste which is defined as fluorescent light bulbs, batteries, ballasts, etc. This can be assigned to the Hazardous Materials Safety Technician (HMST).

Oversees maintenance of the universal waste storage site and equipment to assure proper condition at all times.

Manages all aspects of the asbestos management plan and program.

Performs industrial hygiene duties such as, but not limited to, personal and area monitoring for hazardous chemicals and dusts such as silica and asbestos, while ensuring all monitoring equipment is used and calibrated properly.

Performs other related tasks as assigned by the Assistant Director or EMLS Manager.

Comprehensive knowledge of asbestos regulations relative to Nevada Administrative Code (NAC), Nevada Revised Statutes (NRS), Occupational Safety and Health Administration (OSHA), and Environmental Protection Agency (EPA) to oversee the Asbestos Management Program.

Knowledge of applicable best practice documents such as the Prudent Practices in the Laboratory and the Biosafety in Microbiological and Biomedical Laboratories manuals.
The person in this position shall:

Be assigned “on-call” duty to be able to respond to campus incidents after work hours.

Obtain RCRA and Hazardous Material/DOT/IATA Shipping Certifications.

Acquire and maintain AHERA Asbestos Building Inspector, Contractor/Supervisor, Management Planner Certifications.
This position is also a main contact for various activities that arise, not described above, which fall generally in the category of laboratory safety, industrial hygiene, or waste disposal issues.
MINIMUM QUALIFICATIONS
This position requires a Bachelor’s degree from an accredited college or university as recognized by the United States Department of Education and/or the Council on Higher Education Accreditation (CHEA) and three to five years of experience working in the scientific community with an emphasis on the chemical and biological sciences. Familiarity with the regulatory requirements for management and disposal of asbestos and waste chemicals is also required.
PREFERRED QUALIFICATIONS
One or more recognized and applicable professional certifications are desired, such as the Certified Hazardous Materials Manager (CHMM), Certified Safety Professional (CSP), Certified Industrial Hygienist (CIH), or certified Chemical Hygiene Officer (CHO). Management or supervisory responsibilities in laboratories or an environmental field are preferred.
