Nature of the consultancy:
To draft Marshall Islands’ migration policy based on the research conducted on national and international migration trends in the country. The consultant will ensure that the policy reflects best practices in migration governance, considering inter alia socio-economic, gender, regional governance frameworks such as the Compact of Free Associations, and the climate change context of Republic of the Marshall Islands (RMI). The assignment will be carried out under the IOM Micronesia Migration Unit. The consultant will work under direct supervision of the Head of Sub Office in RMI, and overall supervision of the IOM Chief of Mission in Micronesia
Project Context and Scope:
The International Organization for Migration (IOM) is the UN’s lead agency on migration and works closely with Member States to support them in developing evidence-based migration policies that allow for human mobility to support sustainable development. In this, IOM Micronesia Country Office is assisting RMI in developing a national migration policy through an IOM Development Fund funded project which started on the 1st of November 2023 and is to be concluded within 24 months. A research/situational analysis component under the project was completed in October 2024.
The consultancy will focus on the drafting of the migration policy informed by the findings of the migration research conducted in RMI in 2024. In coordination with the IOM Policy Coordination Unit and the country office, the consultant will be expected to work closely with the RMI National Migration Policy Working Group and relevant national stakeholders to ensure that the policy aligns with both international standards and the specific needs of RMI. The work also entails holding meetings with key stakeholders as necessary to ensure that policy drafting process remains inclusive and relevant to RMI’s specific needs and concerns, providing technical assistance and guidance to the government and country office as required regarding migration policy topics, as well as a final validation workshop to finalize the migration policy.
Tangible and measurable outputs of the work assignment:
- Based on the review of the policy outline as highlighted in the migration research strategy, provide an inception report the methodology, workplan highlighting the timelines and process for completing the migration policy.
- Develop a comprehensive draft of RMI’s National Migration Policy, including objectives, principles, and
implementation framework based on regular meetings with the RMI National Migration Policy Working Group and other government and non-government stakeholders. - Attend monthly RMI National Migration Policy Working Group meetings to coordinate and ensure that the policy is developed in close collaboration with the RMI National Migration Policy Working Group reflecting national priorities. Coordinate with Working Group members as required.
- Ensure that draft migration policy includes inter alia provisions for addressing gender equality, vulnerable populations, and climate change impacts, whilst integrating relevant multilateral and bilateral frameworks, as well as RMI’s international commitments related to migration management.
- Ensure that policy implementation framework identifies responsibilities of various government and non-government entities and includes a monitoring and evaluation mechanism.

- In liaison with IOM’s thematic experts in the Regional Office for Asia and the Pacific and in Headquarters, conduct a technical review of the draft policy.
- Organize and lead a workshop with the RMI National Migration Policy Working Group, other government and nongovernment stakeholders to present and validate the draft policy. Facilitate discussions to ensure consensus on the policy framework.
- Based on feedback from the validation workshop, finalize the policy document and submit it to IOM and relevant national authorities.
Key deliverables:
- Inception report with proposed methodology and workplan for drafting the RMI Migration Policy.
- First draft of national migration policy after consulting with government and non-government stakeholders.
- Organize and facilitate a validation workshop of the draft policy including government and non-government stakeholders.
- Submit the final policy document and related documents to IOM and the national government.
- Submission of any other documents, as agreed to be completed with the government counter parts.
- Monthly report of work activities completed, along with time sheet.
Required Qualifications and Experience/and or skills:
- Post graduate degree in social sciences or another relevant field
- Minimum three years’ experience in liaising with governmental authorities, national/international institutions, United Nations agencies and non-governmental organizations
- Expertise and at least 5 years of experience in the humanitarian and/or development sector contexts
- Experience developing strategic plans, standard operating procedures (SOPs)
- Experience working in border management and points of entry
- Excellent skills in facilitation of community and stakeholder consultation
- Excellent analytical, research and writing skills
- Communication skills, time management, and cultural sensitivity.
Languages:
Fluency in English (oral and written); Working knowledge of Marshallese languages is an advantage.

- The consultant must adhere to the International Organization for Migration (IOM) Data Protection Principles (IN/138) and maintain confidentiality.
- The consultant will be responsible to follow IOM writing guidelines and latest glossaries in all given
assignments for accurate translation.
Travel Required:
Travel to FSM states if required for these consultancy services.
