Position Summary:

Reporting to Operations Manager, the Cannabis & Controlled Substances Officer (CCBO) will inspect various teaching, diagnostic and research facilities of the University. Review applications to use cannabis and/or controlled substances, issue and administer internal permits, agency documents, and inventories of cannabis and/or controlled substances. Provide advice and safety training sessions to the community on safe handling, use and disposal of cannabis and/or controlled substances.  Liaise with government agencies and with individual University departments. 
Primary Responsibilities:

  • Manages and supervises the acquisition, usage, and disposal of Cannabis and/or Controlled Substances.
  • Plans, schedules, and conducts inspections of teaching, diagnostic and research facilities at the University.
  • Produces inspection reports.  Recommends corrective measures where items of non-compliance have been observed and follows up to assess if corrections have been implemented.
  • Oversees and updates records of laboratory inspections, internal and external correspondence, and investigations.
  • Evaluates operational practices and physical facilities for compliance with government regulations.
  • Facilitates laboratories and project managers in performing risk assessments and makes appropriate recommendations regarding renovation and construction of research facilities.
  • Analyzes and processes the Internal Permit Applications to use cannabis and/or controlled substances. 
  • Analyzes animal, biological and general experimental protocols involving work with cannabis and/or controlled substances and makes recommendations consistent with program criteria and best practices.
  • Acts as liaison between the University and Health Canada.  Facilitates compliance with regulatory and best practice requirements as contained in regulations, guidelines, and standards.
  • Develops and delivers safety training on cannabis and controlled substances to staff and students.
  • Manages the day-to-day operation of the Hazardous Materials Management System (HMMS)-myLab cannabis-controlled substances module.
  • In collaboration with the Occupation Health Administrator and team participates in occupation hygiene evaluations related to cannabis and/or controlled substances and medical surveillance.
  • Produce and submits an annual report of activities to the University Laboratory Safety Committee.
  • Liaisons with the Office of Sponsored Research (OSR) on matters related to research development of cannabis and controlled substances.
  • Manages special projects, initiatives, and campaigns for Environmental Health and Safety matters.

Other Qualifying Skills and/or Abilities:

Experience in a University research environment or Environmental Health and Safety program strongly preferred. Proficient in HMMS-myLab: Cannabis and/or Controlled Substances module and HEAT programs an asset. Able to work simultaneously on a range of projects. Proven ability to meet multiple deadlines. Ability to work under minimal supervision and as part of a team. Must possess strong interpersonal skills and organizational skills. Proven ability to demonstrate attention to detail. Able to work in a PC environment with advanced knowledge of MS Office Suite.  Presentation skills as well as the ability to communicate effectively. English and French, spoken and written.

Minimum Education and Experience:

Bachelor’s Degree 3 Years Related Experience with Bachelor’s Degree / DEC III 5 Years Related Experience with DEC III

Annual Salary:

(MPEX Grade 05) $65,500.00 – $81,870.00 – $98,240.00
