Background
The Equal Measures 2030 (EM2030) coalition is developing its 2025–2030 strategic plan. As part of this process, EM2030 seeks to better understand if and how policymakers and policy influencers (“bellwethers”) are using the SDG Gender Index and other relevant sources of gender data. The scope of the study will include policymakers and policy influencers at global level and within our regional and focus countries. Through the survey we will aim to learn about how the SDG Gender Index and other relevant gender data tools are used by policymakers and policy influencers and how they have been used to influence understanding, decision-making and policymaking related to gender equality.
The insights of the survey will inform our strategies to further improve the uptake and dissemination of the SDG Gender Index and understand other gender data opportunities and challenges facing policymakers and policy influencers more broadly.
Scope of Work
The researcher(s) will:
- Consult with EM2030 Secretariat team members to clarify the purpose and scope of the work and to develop an inception report and proposed methodology.
- Work with EM2030 to finalise the target list of policymakers and policy influencers whose engagement with gender data influences broader policy discussions, based on consultation and collaboration with stakeholders across the EM2030 coalition.
- Design a survey tool (with both standardised and open-ended items) that will assess:
- Awareness and use of the SDG Gender Index specifically
- Perceptions, behaviors, and experiences of policymakers and influencers around gender data needs and uses more widely.
- Provide an appropriate online platform for data collection, including one that supports data collection in multiple languages.
- Build and circulate the survey to ensure a reasonably significant and representative sample.
- Clean data and manage and resulting dataset
- Conduct at least 8-12 follow-up key informant interviews with a subset of the survey participants to provide further context.
- Conduct analysis, including developing insights on the following:
- How policymakers and policy influencers perceive and engage with EM2030’s data products (including the SDG Gender Index), and the extent to which EM2030 helps to inform, motivate and drive change on gender equality.
- Capture any examples of where it has contributed to shifts in policy narratives, legislative processes, or advocacy priorities.
- Identify barriers and opportunities for more and better use of gender data by policy makers and policy influencers.
- Provide actionable recommendations to inform EM2030’s strategic direction and priority objectives.
Deliverables & Timeline
- EM2030 consultation and project kick off: (~Week 1)
- Inception Report: proposed design and methodology + tools (by Week 3)
- Build sample and Contact Lists (Week 4 & 5)
- Data Collection: interviews & analysis (Weeks 6-8)
- Draft Summary of Findings (By Week 10)
- Final Report with Recommendations (by Week 12)
The work must be completed by end of July 2025, at the latest.
Note: All activities will require consultation and co-design by EM2030 Secretariat team members.
Profile of the Researcher
- Proven experience in survey design, and both quantitative and qualitative research and analysis.
- Deep knowledge of gender equality, gender data, and advocacy impact assessments.
- Experience working with global development organizations, NGOs, and policy institutions.
- Ability to engage with high-level policymakers and stakeholders professionally.
- Strong writing, synthesis, and strategic thinking skills
- Comfort working across regions, languages and time zones (interviews may involve translation support)
Management & Coordination
The consultant will report to Julisa Tambunan, Deputy Executive Director & Head of Partnerships and Learning**,** and collaborate with the Partnership & Learning team, Data & Insights team, Strategic Communications team, and Strategic Planning teams.
