Incumbent serves as Buyer, Professional Services in Procurement & Contracts –a unit of Integrated Procure-to-Pay Solutions (IPPS) housed within Business & Financial Services (BFS). This position manages Professional Services and related commodities within the context of the Oracle Applications Cloud, UC San Diego’s e-Procurement portal, and is responsible for user adoption and directing requestors to appropriate University guidelines and policies as necessary. This position negotiates and issues purchase order and award contracts and agreements, within the delegated signature authority of $100,000.
This position works closely with the Professional Services Commodity Manager to assist with the solicitation of prospective vendors using the Request for Proposal/Quotation (RFX) processes and implementation of strategically sourced agreements relating to assigned commodities. Incumbent monitors data within assigned commodity/service areas and contracted suppliers in order to understand purchase patterns from the end users, provides end user feedback through the Oracle Applications Cloud, and conduct or facilitates periodic Supplier Review Meetings. Bachelor’s degree in a related area and/or equivalent experience/training.
Demonstrated skill in employing purchasing strategies and previous experience in purchasing. Ability to analyze data and information, recognize the potential impact, identify alternative solutions, and make recommendations to management
Excellent written and verbal communication skills and strong interpersonal skills.
Ability to read and interpret terms and conditions of basic contracts. Basic understanding of purchasing, business law concepts, accepted business practices, and the ability to learn and apply such knowledge under direction to prepare purchase orders and contracts conforming to the regulation requirements.
Working level of proficiency in the use of standard spreadsheet and word processing software. Proficient at MS Office applications such as Word, Excel, and Power Point.
Understands ERP / financial systems (such as Oracle, PeopleSoft, SAP, Banner, etc.).
Experience with the Marketplace e-procurement application, UCSD Integrated Financial Information System (“IFIS”), and Financial Link.
