Knowledge of and ability to interpret Texas Vital Statistics laws, policies, procedures, and regulations
Knowledge of Microsoft Office Suite (Word, Excel, PowerPoint, Project, and Visio)
Skill in project planning and organization
Skill in business analysis methodologies
Skill in analyzing and evaluating complex information technology applications, policies, and issues
Skill in developing creative and workable solutions to complex problems and issues
Skill in communicating effectively both verbally and in writing with individuals and groups
Skill in using initiative and independent judgment and managing time effectively to establish priorities, organize tasks, and assign and direct the work of others
Skill in establishing and maintaining effective working relationships, including the ability to work with people under pressure, negotiating with multiple parties, and resolving conflicts
Skill in reading, interpreting and understanding material to prepare concise reports or appropriate responses for the review and/or signature of section managers and/or directors
Skill in gathering, organizing, and analyzing facts, recommending solutions, and resolving work-related problems
Skill in maintaining statistical and accounting records and producing data summaries
Ability to manage small to medium-sized projects when needed
Ability to create project work plans
Ability to produce accurate work estimates and monitor progress
Responsibilities:
Collaborate with internal teams and stakeholders to analyze business needs and translate them into technical and operational requirements
Interpret and apply relevant Texas Vital Statistics laws and procedures
Utilize Microsoft Office Suite tools for documentation, planning, reporting, and communication
Develop detailed project work plans and monitor the progress of multiple work streams
Lead small to medium-sized projects or serve as a subject matter expert on larger projects
Evaluate complex IT applications and recommend innovative solutions to improve efficiency and performance
Communicate project and business analysis findings to technical and non-technical stakeholders
Organize and prioritize tasks, delegate responsibilities when necessary, and ensure project deadlines are met
Maintain clear and concise documentation, including project plans, analysis reports, and policy documentation
Resolve conflicts, negotiate with stakeholders, and maintain effective working relationships under pressure
Provide statistical and financial data analysis for reporting and strategic planning
